On above date and time officers were dispatched to a single vehicle accident on Fountain Blvd just west of Chelton Rd. Upon arrival officers found a red Pontiac Grand Prix off the right side of the roadway. A 23 year old female was the sole passenger in the vehicle. CSFD extricated the driver out of the vehicle and she was transported to a local hospital where she later died. The Colorado Springs Major Accident Unit was notified and have taken over the investigation. Alcohol and speed were not factors in the accident. Investigation continuing.

On 07/28/2017 at approximately 01:06PM the Colorado Springs Police Department received a phone call about a suspicious male attempting to entice three children in the 300 block of E. St. Elmo Avenue. The suspect was in a vehicle and fled the area after the RP confronted him. The suspect was described as a white male, 40 to 50, with facial hair, short “buzz cut” black hair, and brown eyes. He was driving a maroon or burgundy, 4 door, Chevy Impala with tinted windows. The car possibly had a sticker in the back window. The vehicle had a possible broken rear driver side window.

The Violent Crimes Section and Crimes against Children Units responded to assist in this investigation. This is an on-going investigation. Please be alert about any suspicious activity and cautious with leaving children unattended.

On July 28, 2017 at approximately 2:45 pm members of the Colorado Springs Police Department were dispatched to a business in the 2400 block of N Union Blvd. in regards to found explosives. Upon arrival officers located a suspicious device in the trash can of the business. The business elected to evacuate based on the circumstances and officers established a perimeter around the exterior of the business. Members of the Colorado Springs Regional Explosive Unit were contacted and responded to the scene to further the investigation. A device was removed from the business and rendered safe. At this time the viability of the device is being evaluated by members of the Regional Explosives Unit.

The Colorado Springs Police Department is continuing to investigate a serious traffic crash that occurred July 27, 2017, at 9:26 PM at Galley Road at Babcock Road. The preliminary investigation indicates a Honda van was northbound on Babcock Road when it attempted to cross Galley Road. As it did, it was broadsided by a Jeep that was eastbound on Galley. Eastbound Galley Road narrows from two lanes to one at Babcock.

The driver of the Honda, a 73 year old woman, and a passenger in the Jeep, a 31 year old male, both died at the scene. The driver of the Honda was wearing a seatbelt. The passenger of the Jeep was not. The passenger in the Honda, a 76 year old male, was transported to an area hospital where he passed away. It is yet to be determined if he was restrained by a seatbelt. The driver of the Jeep suffered serious injuries and was transported by ambulance to an area hospital. He remains in serious, but stable condition. Alcohol is not suspected as a contributing factor. No one has been charged in this case. This is still an active investigation. The El Paso County Coroner will release the names of the deceased when appropriate.

On July 27th at approximately 1945 hrs officers of the Stetson Hills Division were dispatched to 2600 block of Waynoka Pl. for a reported disturbance. Investigation revealed the male suspect, a 28 year old male, had been previously trespassed from the business. When confronted by the manager today, the suspect chased the manager through the business attempting to hit him and shoving shopping carts at the manager. Officers contacted the suspect outside the business, at which time the male suspect punched one of the officers. The suspect was Tased during the confrontation and taken into custody on multiple felony charges

On July 25, 2017, the Colorado Springs Police Department’s Violent Crimes Section, Robbery Unit, arrested 21-year-old Jacob Anthony Frankmore, and charged him with Aggravated Robbery for the July 24, 2017, King Soopers Pharmacy robbery. The King Soopers is located at 3250 Centennial Boulevard. Three search warrants were executed in connection with this investigation. The search warrants resulted in the recovery of all of the pills taken in the pharmacy robbery. This investigation was the result of a timely cooperative effort by the Robbery Unit and the Metro Crime Lab.

On July 24, 2017, at 7:00 PM, a white male, in his 20's, robbed the King Soopers pharmacy at 3250 Centennial Boulevard. The suspect fled the area in a vehicle with an undisclosed amount of pills after threatening that he had a weapon.

On 07-26-2017 at approximately 10:00pm, the Colorado Springs Police Department received a call reporting a domestic disturbance in the 5600 block of St. Mary’s Point. The reporting party said the suspect was at the front door of her residence knocking on the door. A short time later the reporting party said she heard a loud ”boom” outside of the front door. When officers arrived on scene they discovered a female on the ground just outside of the front door of the residence with an apparent self-inflicted gunshot wound.
The name of the victim is being withheld until next of kin can be notified.

On the above date and time officers of the Sand Creek Division were dispatched to a personal robbery that had just occurred in the 1600 block of S Academy Bl. Information was received from the reporting party that two males had just robbed him at gunpoint. The RP was able to provide detailed suspect descriptions and officers quickly flooded the area looking for the suspects. Two CSPD detectives in an unmarked car observed the suspects in the area of 1700 Pepperwood Dr, and called out the information to marked patrol units. After a brief foot pursuit, both suspects were detained and positively identified as the suspects in the robbery. K9 responded and assisted with an article search leading to the recovery of the suspect’s backpack, which contained the victim’s property. Officers later located the gun used in the robbery as well. Both suspects were arrested for Aggravated Robbery.

Status of the Pikes Peak Region Peace Officers’ Memorial and invitation to the groundbreaking ceremony.

On July 13, 2017, the Colorado Springs Parks and Recreation Advisory Board gave unanimous approval for the Master Plan change to the Memorial Park site. On July 18, 2017, the Public Arts Commission approved the reclining lion sculpture by Larry Terrafranca. These approvals allow us to begin construction.

To date, $1.1 million in funds have been raised toward the $1.45 million required to complete construction. On July 12, 2017, the Memorial was awarded a $175,000 matching grant from El Pomar Foundation. Upon raising the remaining $175,000 by December 31, 2017, the El Pomar Foundation will match that amount, for a total of $350,000. The memorial to those who made the ultimate sacrifice for our citizens will then be fully funded.

I invite you to join us for the formal groundbreaking ceremony of the Pikes Peak Region Peace Officers’ Memorial to be held on Friday, July 28, 2017, at 1:00 PM at Memorial Park. The ceremony will be held on the designated site west of the Veterans Memorial (Clock Tower) on the east side of Memorial Park off Union Blvd.
