Two of the three suspects were transported to Spring Creek Juvenile Facility due to previous criminal activity. The third was served and released.

The Falcon and Stetson Hills Divisions have been experiencing a series of attempted and completed burglaries at liquor stores throughout the northern part of the city. On Friday morning, July 17th, at approximately 1:43 a.m., a burglary alarm was received at Classic Liquor located at 1712 Dublin Bl. Officers from the Falcon Division responded and located substantial damage to the back door of the store, but no entry had been made into the store.
Information was disseminated to officers to be aware of additional burglary attempts. At approximately 2:37 a.m., an additional burglary alarm was received at Hope Spirits located at 7065 Austin Bluffs Prky. Officers from both the Falcon Division and the Stetson Hills Division were in the general vicinity and were able to respond quickly. Officer K. Bergstreser and Officer R. Blair located three juveniles in the act of prying open the back door to the business. All three juveniles were detained without incident.
Investigation linked all three juveniles the earlier attempted burglary and investigation is on-going regarding their involvement in this pattern crime. The names of the 14, 15 and 17 year olds are not being released. It has yet to be determined if they will be served and released to parents or booked into the Spring Creek Juvenile Detention Facility.

On 07/17/15 officers were dispatched to the Waffle House located in the 1000 block of Space Center Drive for a reported robbery with a weapon. A male suspect entered the restaurant and ordered a meal. The suspect waited for all customers to leave, approached the cash register, displayed a black handgun and demanded money from the employees. The suspect fled the area on foot with an unknown amount of money, last seen heading northbound. Officers checked the area but did not locate the suspect.

100 Block East Monument Street

On 07-16-15 at approximately 2255 hours, Officers with the Downtown Area Response Team (DART), Shift II, were on foot in the area of East Monument Street and North Nevada Avenue when they observed suspicious activity near a vehicle. Officers made contact with a male and a female and during their investigation the male took off running. After a short foot pursuit the male was apprehended and detained pending further investigation. Officers learned the suspect, identified as Matthew Reinke (29), was wanted regarding two felony warrants, and placed into custody. The vehicle was determined to be the suspect's vehicle. As officers investigated further, they located stolen property in the suspect's vehicle, identifying multiple victims. The property recovered is believed to be worth several thousand dollars. Mr. Reinke was transported to the Criminal Justice Center on his warrants, along with the additional charges of 1st Degree Criminal Trespass and Identity Theft. The female was identified and released. The investigation continues.

On 07/16/15, at approximately 2036 hours, Sand Creek Patrol Officers responded to the 300 Blk. N. Murray Bl. reference a small child that fell from a third story apartment window. The investigation revealed that a 5 year old female was in her room playing when she fell backwards out of her bedroom window. The child fell approximately three stories onto the ground. Fortunately, when the child fell out of the window she continued holding on to a stuffed Minion teddy bear that is believed to have cushioned her fall. The child was transported to the hospital and treated for a broken arm and later released. The incident was determined to be accidental.

In December of 2014, Code Enforcement personnel identified a pattern of graffiti crimes primarily occurring in the downtown area and contacted Officer Rizk with the Downtown Area Response Team (DART). The graffiti had been spray painted or marked at over 200 locations often containing a distinctive moniker. There were over 190 police reports taken in 2014 and 2015 to document these crimes and the graffiti resulted in $13,000 worth of damage to public and privately owned buildings and other surfaces. The subsequent investigation determined that this graffiti suspect was 22 year old Colorado Springs resident Ian Strobel. On 7/16/15 at approximately 11:45 AM, Officer Rizk and additional DART Officers arrested Strobel in the 500 block of West Pikes Peak Avenue after a brief foot pursuit when he attempted to flee a residence. Strobel was later transported to the Criminal Justice Center to post bond on felony Criminal Mischief charges.

5400 block Power Center Point, multiple others

On 16 July 2015 at about 1033 hours, suspect enters a liquor store located in the 5400 block of Power Center Point (Research/Powers) and demanded money from the cashier. The suspect got money after stabbing the cashier and fled the liquor store. The suspect then went to an adjoining business and attempted to get car keys from another business. When the second victim called 9-1-1, the suspect fled on foot. The suspect ran south through a residential neighborhood and was chased by witnesses.

The suspect then broke into a residence in the 8200 block of Horn Run Rd by kicking open the back door. The suspect confronted the homeowner there and demanded keys to a car and a change of clothing.

When the homeowner called 9-1-1, the suspect fled the residence south to the 5400 block of Plumstead Dr where he broke into the residence through a window in the back of the residence. Officers surrounded the residence and contained the suspect.

There was a 14 year old in the house on Plumstead who heard the suspect break into his house. The victim called 9-1-1 at about 1042 hours. Officers were on scene immediately and able to get the 14 year old out of the house through a basement window at about 1047 hours, leaving the suspect contained in the house. K-9 arrived and was just beginning the search when the suspect kicked open the door where the 14 year old had been hiding. Officers ordered the suspect out through the basement window where he was taken into custody.

Upon searching the suspect, a large amount of cash was found in the suspectís right front pocket. The suspect had found clothing in the house on Plumstead and changed clothes but he was positively identified by the victims as the suspect who robbed the liquor store and broke into the other house. The suspect was transported to the hospital for minor cuts from when he climbed through the broken window.

**Robbery Investigators recognized Steiner in at least one other armed robbery; he has been identified as the man who robbed the Diamond Shamrock convenience store at 3808 La Salle St. shortly after 9PM on Saturday, July 11. He is believed to have have committed additional crimes - the investigation is continuing.

On 07/16/2015 at 0159, patrol officers from the Gold Hill Division were dispatched to the City Forestry building at the 1600 block of Recreation Way in regards to a burglary in progress. Upon arrival, officers and members of the Colorado Springs Fire Department located two fires, one inside the structure and one outside the structure, that appeared to have been intentionally set. A witness saw a potential suspect leaving the scene and provided a descripton of the suspect and his vehicle. At approximately 0351, additional officers were dispatched to a marijuana dispensary at the 1500 block of Dustry Drive in regards to a separate burglary. Officers found that the suspect gained entry into the business via a roof vent and activated the business security alarm. Officers received information from a concerned citizen regarding statements made over the phone by a person known to him as JOSHUA OBRAKTA which included details matching specifics of these two incidents. Officers received information that Mr. Obrakta may be headed to Freemont County. The Freemont County Sheriffs Office was provided with a suspect and vehicle description and Mr. Obrakta was located a short time later. Officers with the Colorado Springs Bomb/Arson Unit responded to assist with the investigation. Probable cause was developed to charge Mr. Obrakta with multiple charges stemming from both incidents to include 1st Deg Arson, 2nd Deg Arson, and 2nd Degree Burglary.

On the above date and time CSPD received information reference an elderly lady who has not been seen in a few days. Officers responded to her home and observed newspapers and mail which had not been collected. Information was obtained which included the female having a history of falling and it was also uncharacteristic of her to not collect the paper and mail. With the assistance of CSFD entrance was made into the home. Once inside officers found the female victim, unconscious, and lying in a hallway with a severe injury to the side of her head. She was transported to Memorial Central for treatment. No signs of criminal activity were observed. It appeared she had fallen 36-48 hours prior to receiving the call for service.

Austin Bluffs/Meadowland

ON 07/15/15 at approximately 0710hrs, CSPD Communications Center received a report of a Hot Air Balloon landing just off the roadway at Austin Bluffs and Meadowland.

CSPD Officers responded and found that the Hot Air Balloon landed on the sidewalk just north of the westbound lanes of Austin Bluffs just west of Meadowland and as the balloon deflated, the fabric blocked the right through lane of traffic for approximately 5-8 minutes while the landing crew worked to move it off the roadway.

The driver reported that wind reports this morning had been optimal for a rural landing northeast of town, but that after take off, no wind was present. The driver was forced to land for safety reasons to avoid power lines in the area. No injuries and no damage were reported.
