Struggling homeowners and construction workers benefit from affordable housing program
The Housing Development Division is using $682,137 in additional one-time federal Housing and Urban Development (HUD) HOME Investment Partnership Act funds, $214,000 in HUD Community Development Block Grant funds and $399,841 in Energy Efficiency and Conservation Block Grant funds to pay for affordable residential housing retrofits.
To qualify, a homeowner must live within municipal city limits and make no more than the HUD adjusted home income limits - a family of 8 making less than $74,600 or one person family making less than $39,550, for example. Home-owners may call 385-5912 to get on the waiting list. The program ends once the one-time money is gone.
The funding is allowing the City to hire contractors to rehabilitate homes to meet safety requirements, provide weatherization, mitigate lead paint hazards and install energy efficient windows and doors (many of which are manufactured in-state). Community benefits include increased home values, lower utility demands, and safer living environments. (Pictured above is a high-efficiency window replaced with EECBG funds.)
Those interested in providing this work must have a Colorado Springs or state contractor's license with a Grade C or better and be able to comply with DOE waste stream, Historic Preservation, Davis Bacon, and qualified trades people requirements.
