City Attorney's Office - Litigation Division

Litigation Division Mission

The Litigation Division of the City Attorney’s Office represents the City and its enterprises in all adversary actions in any State or Federal court or actions before State or Federal administrative agencies in which the City or its enterprises, the City Council, Mayor or any board, commission or authority of the City is a party. In addition, when directed by the City Council, the City Attorney’s Office represents any Council Member, the Mayor, staff member or employee in litigation resulting from the conduct in good faith of the alleged duties and functions of that person.

Division Chief - Litigation

Law School: Creighton University School of Law
Division Duties: Handling general and complex civil litigation in state and federal courts on behalf of the City, its employees and enterprises from case inception to trial and appeal. Other responsibilities include the supervision of the Litigation Division.

Anne H. Turner, Sr. Attorney

Undergraduate School: Bowdoin College
Law School: Northwestern University
Additional Information: Anne was graduated cum laude from Northwestern University and summa cum laude from Bowdoin College. Before joining the City Attorney’s Office in 2010, Anne practiced as a civil litigator with Hogan Lovells LLP in Colorado Springs. Earlier in her career, she worked with Schiff Hardin LLP in Chicago.
Additional Information: Anne currently is a pupilage leader and member in The Ben S. Wendelken American Inn of Court, a legal organization designed to improve the skills, professionalism and ethics of local judges and attorneys.

Erik Lamphere, Attorney

Additional Information: In addition to his law degree, he was a Deputy District Attorney with the Fourth Judicial District Attorney’s Office prior to joining the Office of the City Attorney.
