Analysis of Impediments to Fair Housing Choice
The City of Colorado Springs has prepared an Analysis of Impediments to Fair Housing Choice (AI) to satisfy the requirements of the Housing and Community Development Act of 1974, as amended. The AI was presented to City Council on August 27, 2012 and was signed by the Mayor on December 31, 2012.
This act requires that any community receiving Community Development Block Grant (CDBG) funds affirmatively further fair housing. As a result, the City of Colorado Springs is charged with the responsibility of conducting its CDBG programs in compliance with the federal Fair Housing Act. Additionally, the City of Colorado Springs receives Home Investment Partnerships (HOME) program funds from HUD to which the City’s obligation to affirmatively further fair housing is also extended. The responsibility of compliance with the federal Fair Housing Act extends to nonprofit organizations and other entities which receive federal funds through the City of Colorado Springs.
Entitlement communities receiving CDBG and HOME entitlement funds are required to:
- Examine and attempt to alleviate housing discrimination within their jurisdiction
- Promote fair housing choice for all persons
- Provide opportunities for all persons to reside in any given housing development, regardless of race, color, religion, sex, disability, familial status, or national origin
- Promote housing that is accessible to and usable by persons with disabilities
- Comply with the non-discrimination requirements of the Fair Housing Act.
These requirements can be achieved through the preparation of an Analysis of Impediments to Fair Housing Choice (AI). The AI is a review of a jurisdiction’s laws, regulations, and administrative policies, procedures and practices affecting the location, availability, and accessibility of housing, as well as an assessment of conditions, both public and private, affecting fair housing choice.
