Overall Union Blvd. Project Information

 

Safety and maintenance needs were identified along the Union Blvd. corridor between Pikes Peak Ave. and Constitution Ave.

The PPACG Transportation Advisory Committee & CDOT constibuted $769,615 in funds. The City in street division and neighborhood funding. PPRTA funding contributed $1.58 million and Colorado Springs Utilities contributed 957,646 for simultaneous utilities work.

A large part of the project was milling and resurfacing the asphalt pavement throughout the entire corridor. The resurfacing included a top layer of tire rubber asphalt, click here for more information. Prior to the resurfacing of the roadway, the deteriorated curb and gutter was reconstructed. Construction of ADA pedestrian ramps at all the intersections and repairing or constructing missing sidewalk sections, along with improving the crosswalks and signal operations, improved pedestrian mobility and safety.

Another key objective of the project was to reduce traffic congestion and alleviate safety concerns identified at the intersections of Cache La Poudre St. and Uintah St. Increasing the storage capacity of the left-turn lanes and improving the lane widths improved east/west mobility through the offset intersections, as well as the safety of north/south traffic on Union Blvd.

A public process was conducted to find the best alternative for the neighborhood.

Staff negotiated the necessary Change Orders with Matrix Design Group to incorporate the following additional items into the project:

  • Redesign of the plans to provide for the compromised widening of Union to 65 feet at Cache La Poudre and Uintah (2.5 feet on each side) for the side-by-side left-turn lanes, revised signal and striping plan to include the 20-mph school zone at Cache La Poudre and other signal improvements, and a street tree planting plan as agreed to with the neighborhood.
  • Design of approximately 3,000 linear feet of new 12" water main replacement into the project, which will upgrade the existing water system that provides service to the existing homes along Union Blvd., between Yampa St. and Palmer Park Blvd.
  • Design of the PPRTA Union/Palmer Park Improvements including a South bound right turn lane at Palmer Park.

On Jan. 29, 2008, the Colorado Chapter of the American Public Works Association (APWA) awarded the City of Colorado Springs the 2007 Engineering and Construction Management (Large Community) award for this project. The project was recognized for its cooperation between jurisdictions and citizens through a nine-month stakeholder design period which resulted in win-wins for residents and motorists alike.The annual awards recognize achievement and cooperation in transferable innovations.

Total Estimated project cost: $6.6 million

Project Schedule: Reconstruction of Union Blvd. began in summer 2006 with the majority of work planned to be completed by the end of that calendar year. Due to weather constraints, final resurfacing was completed August 2007.
