Executive Summary
Community Based Decision-Making PlanThe study team for the East-West Mobility Study is committed to a planning process that is community based. This means that the community, consisting of residents, businesses, interest groups, government agencies, and other potentially affected parties, will work with the study team to develop a recommended program of transportation improvements for east-west mobility. The study team will serve a facilitation role on the study, working with the community and agencies through two resources and advisory committees - the Technical Resource Committee and the Citizens Resource Group. In addition, policy oversight will be provided through regular briefings with City Council. These groups will help shape the decision-making structure of the study to reflect those issues and desired outcomes that are most important to the Colorado Springs community. The Study Process -Identifications of Study Issues Information and Outreach To manage study resources most effectively, the information distribution and participatory techniques employed throughout the study will be focused on achieving consensus at each milestone decision point.
