Executive Summary

Community Based Decision-Making Plan

The study team for the East-West Mobility Study is committed to a planning process that is community based. This means that the community, consisting of residents, businesses, interest groups, government agencies, and other potentially affected parties, will work with the study team to develop a recommended program of transportation improvements for east-west mobility.

The study team will serve a facilitation role on the study, working with the community and agencies through two resources and advisory committees - the Technical Resource Committee and the Citizens Resource Group. In addition, policy oversight will be provided through regular briefings with City Council. These groups will help shape the decision-making structure of the study to reflect those issues and desired outcomes that are most important to the Colorado Springs community.

The Study Process
The study team does not have predetermined outcomes, evaluation methodologies, or alternatives to address. It will take its lead from the community in defining these key project components. In this way, the study process will be fair and open. The process will be straightforward and will work to meet the interests of the community. The major steps to developing a recommended plan will be:

Information and Outreach
It is the mission of the Community Based Decision-Making Plan for the East-West Mobility Study to foster public interest in, and understanding of, the role of transportation choices in improving mobility and reinforcing their neighborhoods. This mission will be accomplished by providing people with the information needed to identify and select among transportation strategies that support mobility and accessibility, while protecting the integrity of neighborhoods. The study will work to achieve consensus on a program of east-west transportation improvements.

To manage study resources most effectively, the information distribution and participatory techniques employed throughout the study will be focused on achieving consensus at each milestone decision point. In addition to the work conducted with the Citizens Resources Group, the following techniques will be used to provide information to the public:
