On Saturday, January 2, 2016, at 6:49 PM, the Colorado Springs Police Department received information on two shooting victims at the Citadel Mall, 750 Citadel Drive East. Upon arrival officers found a female and male who both sustained non-life threatening injuries. Preliminary investigation has revealed there was a disturbance between two groups of individuals. A suspected drive-by shooting then occurred outside of the mall. The possible suspect vehicle is a white newer model 4 door sedan with darkly tinted windows.

The mall elected to go on a shelter in place status. Tactical enforcement units from the Colorado Springs Police Department and the El Paso County Sheriff’s Office cleared the mall and assisted in escorting people out of businesses.

While officers were on scene investigating the original call for service a call was received about a potential third victim. Officers responded to a home and contacted a male who had received a graze injury. The male did not require medical treatment.

This is an active investigation. Suspects have not been identified at this time. Oro Blanco Dr. and Artistic Cir.

On January 2, 2016 Officer Spicuglia was in the area of North Carefree and Oro Blanco when he observed a silver Buick sedan make a right turn without signaling and weaving. A traffic stop was conducted in the area of Oro Blanco Dr. and Artistic Cir. Upon contact with the driver, Officer Spicuglia noted indicators of possible impairment due to an unknown alcoholic beverage. The only occupant/driver, Darcy Hall, refused to comply with commands to exit the vehicle and resisted attempts to remove her from the vehicle. Officer Taylor, who had arrived on scene to assist, deployed her Taser and officers were able remove Hall from the vehicle and place her into handcuffs. Hall was arrested and subsequently booked into CJC for Failing to Use Turn Signal, Roadways Laned for Traffic (Weaving), DUI, DEAC, and Obstructing a Police Officer.

The Colorado Springs Police Department is on Accident Alert status as of April 16, 2015 at 6:11PM due to road conditions. Drivers are reminded if they are involved in a traffic accident with no fatality or injury requiring medical attention, no driver involved is suspected of driving under the influence of alcohol or drugs, and no damage to public property such as a street sign or utility pole has occurred, drivers should exchange information and follow the procedure for completing a counter (cold) report. Drivers can either pick up a traffic accident report form at any of the police department substations or they can go on line at Springsgov.com and go to the CSPD homepage/Forms & Documents/Counter Reporting. Drivers should also be reminded to take the appropriate steps to avoid being involved in a traffic accident during adverse weather and road conditions. Drivers should check road and travel conditions before heading out and leave more time to get to their destination. Drivers need to travel at a safe speed for the conditions and leave an increased and safe following distance from the vehicle in front of them.
