UPDATE - Sheriff's Office Looking for Suspect Wanted for Attempted Murder

On Sunday, November 6, 2016, at approximately 5:00 PM, the Sheriff’s Office Dispatch Center received several calls regarding a vehicle on fire possibly related to a domestic violence situation in the 1300 block of Forest Road in the Stratmoor Hills area.

When Deputies and Fire personnel arrived on scene they found a vehicle on fire and two females with burn injuries. The two females were transported to a local hospital for treatment.

The adult victim has been identified as Monica Rascon. She is in critical but stable condition. The 14 year old girl is a relative of the family and is also in stable condition. Our investigation has revealed the suspect threw accelerant on Ms. Rascon and ignited her on fire. The 14 year old relative was subsequently burned as she attempted to put out the fire on Ms. Rascon.

The suspect has been identified as Consepcion Rascon Jr. DOB: 12/19/79. An Arrest Warrant has been issued for two counts of Attempted First Degree Murder, two counts of Second Degree Arson, Child Abuse and Domestic Violence.

EPSO investigation indicates there may be people assisting Rascon in the Stratmoor Hills and Deerfield Hills areas. It is a criminal offense to assist someone who has committed a crime and according to Colorado Revised Statute 18-8-105 a person assisting Rascon could be charged with Accessory to Attempted Murder (F4).

Officers arrived and contacted a juvenile who had been shooting a BB gun/rifle. Sierra High School was placed on lock-down as a result of this call to police. S.H.S. was taken off lock-down status within several minutes. No charges at this time.

ATF offers $10,000 reward for information on Colorado Springs gun store burglary

COLORADO SPRINGS, Colo. — The Bureau of Alcohol, Tobacco, Firearms and Explosives is offering up to a $10,000 reward for information leading to the arrest and conviction of suspects who burglarized Colorado Springs Guns and Ammo at 2:20 a.m., Sept. 23.

At least five suspects used a stolen Ford Fusion to break into the store at 15 Mirada Ave. in Colorado Springs. In about five minutes, the thieves took around 17 handguns, rifles and shotguns. No suspect information is available.

“Any theft from a gun store is extremely concerning because we know these firearms are later used in violent crimes,” said ATF Special Agent in Charge Ken Croke. “We appeal to anyone who knows the identity of these suspects or the whereabouts of the firearms to contact us before they are used against innocent people and law enforcement.”

ATF and the Colorado Springs Police Department are jointly investigating the burglary.

Stolen firearms in Colorado
• In 2015, 6,163 firearms were stolen from licensed gun dealers in the U.S.
• That is an about 7 percent increase from 2014’s count of 5,719.
• 29 states saw increases in firearms stolen from licensed gun dealers in 2015, including Colorado.
• Colorado numbers doubled from 2014 to 2015, increasing from 56 to 121.
• Colorado ranked 22 out of 50 in numbers of firearms stolen from gun dealers in 2015.
• The most common theft is burglary, which made up about 76 percent (4,721) of stolen firearms in 2015.
• There are about 1,625 licensed gun dealers in Colorado.

On 11/06/16, at approximately 2330 hours, officers from the Sand Creek Division were dispatched to Walmart, located at 3201 E Platte Ave, for a reported robbery. Officers arrived on scene and contacted a male victim. The victim told officers he was walking near the intersection of E Bijou St and N Chelton Rd when an unknown type of vehicle pulled up on him. A white male exited from the passenger side of the vehicle, assaulted the victim and took his backpack. The victim received an injury to his nose which required further medical treatment.
Officers checked the area however were unable to locate the suspect vehicle or suspects.

On 11/5/16 at about 3:55 PM a car was southbound on Academy Bl making a left to eastbound Bijou when it was struck by a motorcycle northbound on Academy Bl. The motorcyclist was wearing a helmet but was pronounced dead on scene. The driver of the car sustained no injuries but the passenger of the car was transported to a local hospital for minor injuries. Speed was a factor of the crash. Investigation is continuing. No arrests have been made.

The investigation revealed that a vehicle was travelling eastbound on Pikes Peak Ave approaching the intersection with Hancock Ave. A pickup truck was northbound on Hancock Ave. The car struck the pickup. The driver of the pickup was transported to an area hospital and treated for serious but not life threatening injuries. The driver of the car was arrested for Vehicular Assault and other traffic charges. Alcohol was a factor in the accident.

Due to a serious accident investigation, the intersection of Pikes Peak Ave and N Hancock Ave is closed and expected to remain closed for several hours. Please avoid the area. This will be updated when the intersection reopens.

600 Block East Boulder Street

On 11-05-16 at approximately 1856 hours, Gold Hill Division Officers responded to a residence in the 600 block of East Boulder Street conducting follow up on a shots fired case from the previous evening. Officers contacted multiple individuals inside the residence and during their investigation located a small meth lab/precursors in one of the rooms, along with a small amount of methamphetamine. The house was evacuated and the Metro Vice and Narcotics Unit responded to assist, along with the CSFD Hazmat Unit and the El Paso County Hazmat Unit. Two of the individuals contacted in the house were taken into custody on unrelated felony warrants. Transported to the Criminal Justice Center were Genepeloes Johnson (56) on a parole violation warrant and David Ponti (19) on a felony warrant and the additional charge of Attempting to Influence a Public Official. There is currently no danger to the neighborhood regarding the meth lab. The investigation continues.

On Friday, 11/04/2016 Sand Creek Patrol Officers were dispatched to the 3200 Block of E. Platte Ave. to a disturbance involving a man armed with a knife, who was threatening to kill people he randomly came in contact with. Officers located the suspect a short time later. The suspect was armed with a folding knife, and continued to threaten harm to himself and others. The suspect was contained in an outdoor environment, and the area was cleared of citizens. Officers engaged in direct, open air communication with the suspect for approximately one half hour, in an attempt to persuade the suspect to relinquish the knife and surrender. The suspect covered himself with a sleeping bag he had in his possession, and attempted to break police containment. Officers deployed two forms of less-lethal intervention (40mm less lethal munitions & taser) to prevent the suspect from fleeing. The suspect, while distracted and incapacitated, was taken into custody without further incident. The suspect, a 29 year old white male, was treated at a local area hospital for several non-life threatening self-inflicted lacerations. No citizens or Officers were injured during this call for service. Upon completion of medical treatment, the suspect will be booked into the El Paso County Criminal Justice Center for three counts of Felony Menacing.

Location
On the above date and time Sgt. Romine was in the area of 1800 S. Nevada Ave when he heard a traffic accident occur. It was learned that a silver Acura was southbound on S. Nevada Ave in the center through lane when it had to brake quickly for a vehicle in front of it. The Acura was struck from behind by a tow truck, causing the Acura to lunge forward and strike a white Chevy truck in the right through lane. The impact with the Chevy caused the Acura to then roll onto the driver’s side, where it came to rest. The driver of the Acura was transported to the hospital as a precaution. The driver of the tow truck was cited for Careless Driving. S. Nevada Ave was shut down for approximately an hour.
