During investigative follow up on a sexual assault, detectives and uniformed patrol officers responded to an apartment located at 4965 El Camino Drive in an attempt to contact a person of interest in the case. Upon arrival shortly after 6:00 PM, officers knocked and announced their presence and information was subsequently obtained that the suspect in the case was within the residence. Detectives successfully obtained an after-hours search and arrest warrant for the location and the suspect in the case, as patrol officers maintained containment at the location. After a warrant was obtained, entry was gained and shortly after 10:20 PM officers apprehended twenty one year old Orlando Mendez. Multiple verbal orders were given to Mendez, he failed and refused to exit the premises. K9 Officer Brent Ambuehl deployed his K9 and the suspect was bitten during the arrest. Mendez was transported to Memorial Hospital where he was treated for his injuries. The investigation is ongoing. Mendez was arrested for Sexual Assault on a Child

On the above date and time a Palmer HS student dispursed an unknown chemical agent in the schools library. Upon investigation it was learned the substance was a type of over the counter pepper spray. A few students were exposed to the substance and treated on scene by medical personnel. No injuries, the affected students were released to their parents without complications. The student who dispursed the spray was identified and served a summons for Interference with Staff, Faculty/students of an Educational Institution.

On the above date and time Harrison H.S. experienced a power outage which affected the entire campus. SRO Grimmett contacted dispatch and was told that the outage was due to a power line outage on I25 and Lake. Dispatched confirmed that City Utilities and CSFD were notified. Students were moved from their classrooms and into the school’s cafeteria. SRO Grimmett proceeded to the area of I25 and Lake to obtain and update of the outage when he observed that City Utilities and CSFD were actually responding to the power line outage at the 2900 block of Janitel Rd. City Utilities informed SRO Grimmett that the power line would be back in service within an hour. SRO Officer informed the Harrison H.S. Principal of the recovery time. The Principal called for an early dismissal and school buses arrived at Harrison H.S. to transport the students to their afternoon school bus sites. Power was restored to Harrison H.S. at approximately 1330 hours. No other incidents were reported from Harrison H.S. as a result of the outage.

On 03/15/15, at 2PM, a CSPD officer was investigating a traffic accident at Penrose Hospital when a commotion broke out in the Emergency Room waiting area. The man began acting suicidal, pulled a knife, and began pointing the blade at his own neck. Other officers were requested and arrived to assist. The man, 36 year-old Eric Dixon, cutting himself on the neck with the knife and two of the cover officers used their tasers to subdue him.

On 03/14/2015, at approximately 1347 hours, officers were dispatched to the area of Interstate 25 and the southbound merge ramp from W. Cimarron Street for an auto-pedestrian traffic accident. The investigation revealed a 37 year old male pedestrian attempted to cross all lanes of I-25 from the east shoulder of the roadway.

The pedestrian was struck by a pick-up truck as he attempted to cross the southbound merge lane from Cimarron Street. The pick-up truck was driven by a 35 year old male.

The pedestrian suffered life-threatening injuries and is being treated in an Intensive Care Unit at a local hospital. Alcohol or drugs were not factors in the accident. The driver of the truck was not cited for any violations, but the pedestrian may be cited for Pedestrians Walking on Highways.

3490 Afternoon Circle
Location
On Saturday, January 24, 2015 at 9:31AM, United Check Cashing at 3275 East Platte Avenue, was robbed by a masked gunman. On arrival, officers learned of an armed intruder who threatened employees with a shotgun and demanded cash from the business. The man escaped with an undisclosed amount of cash. The suspect wore green camouflage-colored clothing and a face mask during the robbery.

The CSPD Robbery Unit responded to investigate, and over the next six weeks many leads were developed. A search warrant was obtained for an east-side storage unit on 03/12/15, where detectives discovered evidence critical to the case, including the stolen getaway car used during the holdup. Detectives collaborated with local ATF agents, who provided technical support in the investigation which greatly assisted in tracking down the suspect.

An arrest warrant was obtained for Rodney Eaves, 35, of Colorado Springs. Investigators found that Eaves was staying in a motel near Fountain Blvd. and Academy Blvd. Robbery detectives called in TEU (Tactical Enforcement Unit) and K9 officers, who surrounded the apartment and took Eaves into custody when he came out of his room.

Location
Officers responded to a male that was struck by a City bus. The investigation found that a male pedestrian was crossing the road in the 1200 block of S. Nevada Avenue. The male walked in front of an oncoming bus and was struck. The bus driver saw the pedestrian and was able to break, significantly slowing its speed prior to striking the pedestrian. The pedestrian was believed to be at fault by not crossing at a crosswalk and was cited for Pedestrians On Highway. The pedestrian sustained very minor injuries but was transported by ambulance to a local hospital. No one on the bus was injured.

Upon arrival, the suspects left the area in a black vehicle, possibly a Chevy Impala. The suspects pounded on the door and demanded the resident to open the door. The resident opened the door and the suspects brandished a weapon. The suspects took personal items to include wallets and cell phones. Suspect #1 is described as a white male, 6'0, 20yo, dark hair, goatee, with black clothing. Suspect #2 is described as a white male, 5'10, 20yo, blond hair, with black clothing.

On March 12, 2015 the Colorado Springs Gang Unit received information about a wanted gang member. Detectives spotted the suspect in a vehicle and were able to pull it over in the area of E Pikes Peak Ave and N Academy Bl. After the arrest of the suspect a firearm was located. The suspect, Jahser Resto-Ferrer (35), was booked into CJC on a felony escape warrant along with a felony weapons charge.

ATF task force officers with CSPD responded to assist in the investigation.
