In December of 2013, information was received of a suspect who was openly and actively soliciting juvenile girls for sex through various computer based media. An investigation was initiated by the Colorado Springs Police Vice and Trafficking team. After identifying and interviewing several potential victims out of approximately 200 potential victims, probable cause was established for the arrest of Steven Douglas Leeper, age 18 of Colorado Springs.

On 02/05/14 at about 6:45 pm Detectives located and affected the arrest of Steven Leeper. Mr. Leeper was charged with several different felony crimes for multiple counts of: Sexual Exploitation of a Child, Solicitation for Child Prostitution, Inducement of Child Prostitution, Patronizing of a Prostituted Child, Internet Luring of a Child, Contributing to the Delinquency of a Minor and Criminal Extortion

During the course of the investigation it was determined that Mr. Leeper contacted many women, both adults and juveniles, via social media to include Facebook and MeetMe. Through these contacts, Mr. Leeper requested sexually explicit pictures and videos which often then led to requesting personal meetings for the purpose of sex; Mr. Leeper often offered to pay for the photos and personal encounters.

Officers were dispatched to an apartment in the Verde Meadows Apartments to investigate a report of a disturbance. Multiple citizens called to report the disturbance and one of the reporting persons indicated that they heard one gunshot.

When officers arrived on scene they were directed to the involved apartment and heard an active disturbance inside. When the entered the apartment they observed a male and female physically restraining a male suspect on the floor inside. The suspect was physically resisting and did not follow officers' commands. An officer deployed his taser and the male was then taken into custody. Officers did locate a handgun underneath the suspect once he was taken into custody.

Officers learned that the suspect and two other males forced their way into the apartment after damaging the front door, and that was when the physical altercation occurred. Once inside, one of the suspects fired one shot from a handgun. This bullet became lodged in television in the living room. There was not any damage to any other apartments as a result of the gunshot.

The suspect that was arrested was identified as 44 year old Lorenzo Brooks. Mr. Brooks was arrested for the charges of Criminal Attempt First Degree Murder, First Degree Burglary, Possession of Weapon by Previous Offender and other misdemeanor charges. The other two suspects were described as black males wearing dark colored clothing. They have not yet been identified.

The two residents of the apartment were treated for minor injuries. These injuries were not a result of the gunshot.

**After further investigation, the motive of the suspects in unclear. Based on victim statements, they were possibly targeted for an assault. More information will be made available as it develops.

On 2/5/2014, at approximately 7:19PM, Officers responded to the area of Union and Willamette on report of an attempted Car Jacking. The suspect was seen fleeing on foot through the neighborhood to the north east. Officers established containment around the area and K9 was called in to assist with the search. Officer Mork located a witness who was the last person to see the suspect fleeing through the neighborhood and he directed Officer Keller to the point where the suspect was last seen. Officer Keller deployed canine Jovi and started a search. With the assistance of Officer Bauer and canine Rico, the suspect was contained in the stairwell of a duplex. After a canine warning was given the suspect surrendered without further resistance. The suspect was identified as Tony Martin, who was wanted on a Felony and Misdemeanor warrant which were unrelated to this call. The victim and any witnesses to the Car Jacking could not be located at this time. Mr. Martin was arrested for his warrants and taken to CJC.

In November, 2012 the Stetson Hills Investigations Unit began an investigation into Organized Crime and Money Laundering that was occurring at the Just Computers Store located at 2506 E. Platte Av. The investigation culminated on 3/22/13 with the execution of 5 Arrest Warrants and several Search Warrants conducted simultaneously by multiple law enforcement agencies. In late December 2013, all five defendants went to trial. After two trials lasting a total of seven weeks the following verdicts were reached:
Clayton Schaner - Convicted of COCCA, Theft by Receiving, Money Laundering, and Computer Crime. Sentencing date is 4/1/14. Tommie Bradley - Convicted of COCCA, Theft by Receiving and Computer Crime. His sentencing is 4/15/14.
Caleb Butler - Convicted of COCCA and Money Laundering. His sentencing is 2/25/14. Clint Schaner - Convicted of Money Laundering. His sentencing is 3/4/14. James Driscoll - Acquitted of all charges.

This business was one of the largest organized crime rings in the State of Colorado. The months long investigation required the assistance of many local law enforcement agencies and businesses to ensure its success. The deceased male has been identified as 24 year old Brandon Alfonzo Jones.

An autopsy was completed on 02/05/2014. The cause of death was a stab wound. The manner of death was ruled a homicide.

The investigation revealed that there was a disturbance at 1230 Encinitas Pt. During the disturbance, Mr Jones was stabbed and died from his wound. This investigation is on-going and while all involved people have been identified and contacted, no arrests have been made. Detectives with the Violent Crimes Unit will continue to coordinate with the District Attorney’s Office. No other information will be released at this time.

There are no safety concerns for the public.

On Tuesday February 4, 2014, at approximately 3:36 PM Officers from the Gold Hill Division of the Colorado Springs Police Department responded to the 1200 block of Encinitas Point at the Village at Westmeadow Apartments in reference to an injured male.

Upon arrival, Officers located a male victim who was deceased on the scene.

At this time there are no safety concerns for the Colorado Springs Community. Detectives from the Violent Crimes Unit are conducting the investigation.

On 02/01/14 at approximately 1700 hrs. Officer M. McCormick, was dispatched to the 1600 block of Loraine St. to investigate a reported burglary. Upon arrival he contacted the Victim who stated that between approximately 2200 hrs. on 1/31/14 and 1000 hrs. on 02/01/14 that an unknown person illegally entered his open attached garage and removed his Cannondale brand mountain bike valued at approximately $5,000.00. The Victim stated that his bicycle was very unique in that it was comprised of parts that he specifically purchased to put on the bicycle.

The Victim immediately began a search on Craigslist in an attempt to see if he could locate an ad containing his stolen bicycle. The Victim located an ad for a Cannondale bicycle that was posted approximately 12 hours after he initially reported the burglary.

The Victim then contacted Officer Brian Kelly, with the Colorado Springs Police Department and showed him the photographs of the Cannondale brand mountain bike. On 02/03/14 at approximately 1500 hrs, Officer Kelly contacted Detective Strachan and explained that the Victim was confident that the photos on the Craigslist ad were of his bicycle. Officers established telephone contact with the party on the Craigslist ad and a meeting was arranged at the Safeway store located at 624 W. Highway 105 in Monument Colorado. The Monument Police Department was notified and present as Detectives and Officers took part in a coordinated plan to meet with the party selling the bicycle. At the pre-arranged meeting, Officers checked for the serial numbers and were able to recognize the bicycle as the same one in the ad from the upgraded parts.

Four individuals that were posing as the sellers of the bicycle were detained. William Fortune (20), and Tyler Fraser (22) were taken into custody and transported to the Gold Hill substation. At the time Mr. Fortune was taken into custody he was in possession of a .40 Caliber Smith and Wesson semi-automatic handgun. The handgun was concealed on his person in the back waistband underneath his shirt and pants. Mr. Fortune does not have a valid Concealed Carry Permit and is only 20 years old.

Mr. Fortune confessed to removing the Cannondale bicycle from the open garage. Mr. Fortune took the bicycle back to his residence and contacted Tyler Fraser and asked him for assistance selling the bicycle on Craigslist for $2,000.00.

William Fortune was charged with Second Degree Burglary, Theft (Felony) and Unlawfully Carrying a Concealed Weapon and Tyler Fraser was charged with Theft (Felony). Both were transported to the Criminal Justice Center.

The Colorado Springs Police Department is on Accident Alert status as of February 4, 2014 at 0750 hours due to road conditions. Drivers are reminded if they are involved in a traffic accident with no fatality or injury requiring medical attention, no driver involved is suspected of driving under the influence of alcohol or drugs, all drivers are present with license, registration and insurance information, and no damage to public property such as a street sign or utility pole has occurred, drivers should exchange their information and follow the procedure for completing a counter (cold) report. When damage to any vehicle requires a wrecker, a counter report can still be made providing the previous criteria is met. Drivers can either pick up a traffic accident report form at any of the police department substations or they can go on line at Springsgov.com, go to the CSPD homepage and select “report a minor traffic accident” for instructions. Drivers should also be reminded to take the appropriate steps to avoid being involved in a traffic accident during adverse weather and road conditions. Drivers should check road and travel conditions before heading out and leave more time to get to their destination. Drivers need to travel at a safe speed for the conditions and leave an increased and safe following distance from the vehicle in front of them. Drivers should use streets and roadways less hazardous in winter driving conditions. Drivers also need to remove snow and ice obstructing their vision and have adequate snow tires on their vehicles.

On Monday February 3rd, 2014, officers of the Colorado Springs Police Dept. Falcon Division responded the area of 2900 Strauss Ln. Officers went there to contact an individual who was a person of interest in a sexual assault of a child. Officers learned that the suspect also had two other children with him. Upon arrival officers made contact via telephone and he agreed to send the children out of the home. At this point contact with the suspect ended and officers were unable to re-establish contact. After several attempts to contact the suspect, officers entered the home and found the suspect deceased with a single gunshot wound. The other two children were unharmed and sleeping. Additional information is forthcoming pending the conclusion of the investigation.

On 02/02/2014 at approximately 17:35 hours Officer C Ausec was dispatched to 2780 S. Academy Blvd, The Dollar Tree Store to investigate the report of a carjacking that had occurred approximately ten minutes prior.

Upon arrival Officer Ausec contacted the victim, a 48 year old Female. The Victim appeared to be shook up and stated she arrived in the parking lot in her 2010 silver Kia Rio. She stated she stopped her vehicle near the shopping cart corral, in front of the Dollar Store, located 2700 South Academy Blvd. After she parked her vehicle, she said a white male stepped into her doorway and propped his left arm and hand onto her car door, preventing her from closing her car door. The Victim said the suspect appeared to be concealing a weapon of some sort in his right front jacket. Two other suspects, white female and Hispanic male jumped into the back seat of her vehicle.

The Victim reported the suspects demanded her to start the car. Since she was not backing up the vehicle quick enough, one of the suspects told her to move into the front passenger seat and he got into the driver’s seat.

The Victim stated she felt like she had no other options but to jump out of the moving vehicle, because she was in fear for her life. The Victim stated she opened the door and jumped out and landed on her stomach. She said she started to low-crawl away in fear of getting run over by the vehicle. The Victim reported she observed the vehicle leave northbound in the parking lot at a high rate of speed.

On 02/03/2014 at approximately 12:55 hours, Officer D Davis 1396 while working a special detail to detect stolen motor vehicles was in the area of Jet Wing Dr. and Hancock Expressway. Officer Davis used the specific License Plate Reader (LPR) database and received a stolen motor vehicle alert message.

Officer Davis observed the 2010, silver Kia Rio pull into the King Soopers parking lot located at 2910 S Academy Blvd. Officer Davis, along with the CSPD Auto Theft Unit, Detective Frabbiele, Detective O. Scott and Sgt. Miyakusu made contact with the driver, later identified as Jacob Guerin. Mr. Guerin was detained and later arrested. Detective Scott and Officer Mcevoy conducted follow up at 3087 Starlight Circle, where Mr. Guerin had been staying.

Detective Scott observed two individuals in the kitchen, later identified as Jared Smith and Tasha Gegelman. Mr. Smith matched the physical description of the white male suspect described by the victim and Ms. Gegelman matched the description of the female suspect given by the victim. A black semi-automatic handgun was in plain view lying on top of Ms. Gegelman’s purse. Mr. Smith and Ms. Gegelman were detained and transported to the Gold Hill substation.

Jacob Guerin, Jared Smith, and Tasha Gegelman were charged with Kidnapping and Aggravated Robbery. They were transported to the Criminal Justice Center.

The Colorado Springs Police Department was notified of a shots fired in the area of 1900 Doherty Road. The Reporting Party states that she heard 2 shots being fired by a juvenile in the middle of the street. The suspect was then observed walking across the street to the back of another residence. Responding CSPD Officers observed the male walk to the rear of the residence. It was believed that the juvenile suspect entered the garage portion of the residence. Responding officers evacuated the residence and set up containment around the garage. With the help of K-9 Broc, the suspect exited the garage and was taken into custody without incident. The investigation revealed that at least three shots were fired, one into an occupied dwelling. A handgun was recovered from the scene. There were no reported injuries from the gun fire. The juvenile suspect was booked into the Spring Creek Juvenile Detention Facility on several charges to include Possession of Handguns by a Juvenile and Illegal Discharge of a Firearm.
