He is described as a Hispanic male believed to be in his 20s, approximately 5'00" tall, and wearing a mask. The suspect has not been located or identified and the investigation is continuing.

At approximately 7:45 PM on 11/25/2017, Officers were dispatched to a traffic accident involving a motorcycle at the intersection of N. Union Boulevard and Garmish Road. The preliminary investigation revealed that the motorcycle was northbound on Union Boulevard when it struck the passenger side of a Toyota Prius that was southbound on Union Boulevard making an eastbound turn onto Garmish Road. The motorcycle rider suffered fatal injuries as a result of the accident. The Major Accident Unit responded to the scene to assume the investigation.

On 11/23/2017, Officers of the Stetson Hills Division were investigating a Personal Robbery which was reported to have taken place at East Portal Drive and N. Academy Blvd.

According to the two male victims, they were in their vehicle traveling North on N. Academy Blvd when they came to a stop for the traffic light at East Portal Drive, near the Citadel Mall. The victims described a dark colored jeep that pulled up beside them and 3 men, wearing hoodies and bandannas, forced them at gunpoint to give their wallets, phones, and a backpack. During the robbery both victims were punched and sustained minor injuries.

Suspects took off in an unknown direction and the victims continued to their friends house to call 911.

Location
A vehicle was travelling northbound on I25 just north of exit 139 when it veered to the right, leaving the roadway. The vehicle continued onto the dirt portion along side the roadway, continued north striking a concrete barrier at which time the vehicle became engulfed in flames. The single occupant of the vehicle, a female, was deceased. At this time the identity of the driver is unknown. It is unknown if alcohol is a factor, the investigation is continuing.

Traffic was slowed for northbound I25 during the investigation, but not closed.

The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) is an international credentialing organization, which was started by four major law enforcement professional organizations: the International Association of Chiefs of Police (IACP), the National Organization of Black Law Enforcement Executives (NOBLE), the Police Executive Research Forum (PERF), and the National Sheriff’s Association (NSA).

The Colorado Springs Police Department (CSPD) first became CALEA accredited in 1991, and has maintained that accredited status continuously since that time.

The purpose of CALEA’s accreditation program is to improve the delivery of public safety services, primarily by: maintaining a body of standards developed by public safety practitioners, covering a wide range of up-to-date public safety initiatives, establishing and administering an accreditation process, and recognizing professional excellence.

Specifically, CALEA’s goals are to:

•Strengthen crime prevention and control capabilities;
•Formalize essential management procedures;
•Establish fair and nondiscriminatory personnel practices;
•Improve service delivery;
•Solidify interagency cooperation and coordination; and
•Increase community and staff confidence in the agency.

The CALEA Accreditation Process is a proven modern management model. Once implemented, it presents the Chief Executive Officer (CEO) with a blueprint that promotes the efficient use of resources and improves service delivery. CALEA provides a means for developing and improving upon the CSPD’s relationship with the community and facilitates the pursuit of professional excellence.

The CALEA commission continuously looks at current and future issues law enforcement agencies will be addressing and creates standards related to the issues in order to help the member agencies determine the best practices for preparing for these issues. The agency crafts policies for these issues, using CALEA’s standards as a blueprint or checklist for what needs to be addressed. The agency then maintains proof that they are following the policy they developed and meeting the national standards established by CALEA.

CALEA sends specially trained assessors to the CSPD in order to inspect and evaluate the compliance with the established standards. These assessors recently examined agency policies, reviewed the proof that the CSPD complied with the standards, interviewed employees and community members about community services, and observed daily operations. This on-site assessment took place from July 16, 2017 through July 19, 2017. The assessors then completed a report detailing their findings, which was sent to the CALEA commissioners for consideration. The commissioners found that the CSPD met the standards and granted accredited status, for another four years, at their business meeting on November 18, 2017.

This significant accomplishment demonstrates the CSPD’s continued commitment to excellence and professionalism in law enforcement by partnering with the community to enhance public safety and quality of life in Colorado Springs.

The driver of the vehicle subsequently died from the injuries suffered in this crash. As mentioned previously, speed and alcohol are considered factors in this incident.

This is the 35th traffic related fatality in Colorado Springs this year, which is equal to the highest number of traffic fatalities reported in a single year in the city (2013). At this time last year there were 30.

CSPD received multiple calls regarding a driver that was not maintaining their lane of traffic and then crashed into the guardrail causing the vehicle to roll over multiple times. The driver was the only occupant and was ejected from the vehicle. No other vehicles were involved. The Colorado Springs Police Department Major Accident Unit is currently investigating the crash. The driver was transported to a local hospital for life threatening injuries. Alcohol is considered to be a factor in the accident. All lanes of I25 are open. Please slow down when approaching I 25 and the Woodmen Rd interchange there will be several officers in the area investigating the crash.

Once on scene, Officers contacted the suspect who was in the drivers seat of the vehicle. The suspect was non-compliant with Officers' verbal commands. The suspect exited the vehicle headfirst via an open window. He then got to his feet and advanced toward Officers. The suspect was tased, however it was unsuccessful. The suspect continued to advance towards Officers and was tackled to the ground where he was taken into custody without further incident.

On 11/16/17, a little after 8PM, CSPD officers were dispatched to the 4600 block of Enchanted Cir. N. regarding a home invasion. The suspect had fled the scene prior to officers' arrival. The two occupants of the home advised they were snoozing in a basement bedroom when someone entered through the unlocked front door of the single-family home. Next, the couple was confronted in the bedroom by a large build black male with a handgun. He told the couple to face their pillows, performed a pat-down on the two, and demanded cash. The couple said they had no cash and the man left on foot in an unknown direction.
