On 8-26-16 at approximately 2029 hours, the Colorado Springs Police Department received multiple calls in regards to a “T-Bone”/rollover accident in the intersection of North Academy Blvd and Palmer Park Blvd involving an American Medical Response ambulance. The investigation revealed the ambulance was responding to a call, driving eastbound on Palmer Park Blvd with its emergency lights and sirens activated. The ambulance had just cleared this intersection when it was struck on the left rear by a vehicle that was travelling southbound on Academy Blvd, which failed to yield the right of way, even though the light was green for southbound traffic. The driver of the southbound vehicle was cited for this accident. All of the involved parties were treated and released from area hospitals with minor injuries.

On the above date and time, the Colorado Springs Police Dept received an Urgent Assist request from the Humane Society of the Pikes Peak Region. CSPD was advised that an Animal Law Enforcement officer had been attacked by several dogs while on a call for service. Investigation revealed that while the ALE officer was conducting following on his call, a neighbor, identified as Tammy Davis, invited him into her yard. Once in the yard, Ms. Davis opened the door to her house, letting her two dogs out. The dogs immediately attacked the ALE officer, biting him multiple times around his body. The ALE officer was able to escape and call for help. Ms. Davis was cited for Possession of a Dangerous Animal and custody of the dogs was taken by HSPPR.

900 Block of Motor City
Location
A fuel tanker truck traveling north on the 900 block of Motor City Drive struck a parked and unoccupied vehicle on the right side of the road. After doing so, the tanker truck rolled onto its right side and slid into the curb on the right side of the road. The rollover accident resulted in the rupture of at least one of the fuel cells in the tanker/trailer. An unknown amount of gasoline leaked from the ruptured fuel cell. At the time of this ETACS, Motor City Drive is closed at its intersection with 8th Street and at the 1100 block of the street. CSFD has command of the scene. It appears speed was a factor in this accident. The driver of the tanker truck was transported to the hospital with unknown injuries.

****Update******
On 08/26/16 at approximately 0935 hours, the tanker truck involved in the traffic accident was removed from the scene and crews were conducting clean up. At approximately 1322 hours all lanes of Motor City Drive were reopened.

On 08/25/16 at approximately 0011 hours, a male suspect forced his way into his ex-girlfriend's home. After doing so, the male armed himself with a knife and stabbed himself in the stomach. The ex-girlfriend was not injured during the incident and the male suspect was transported to the hospital were he was treated and admitted for a non life threatening stab wound to his abdominal area. The male suspect was arrested for multiple felony and misdemeanor charges.

On August 24, 2016, a parental kidnapping occurred in Denver, Colorado where the suspect Daniel Rocha, 22, unlawfully entered the home of his estranged ex-wife through an open window. Once inside, Rocha allegedly assaulted his ex-wife and took their two year old child. The suspect then fled to Colorado Springs with the child. The Denver based FBI Rocky Mountain Safe Streets Task Force coordinated with the Colorado Springs based FBI Southern Colorado Violent Gang Safe Streets Task Force (SCVGSSTF) and through a family member eventually obtained the safe return of the child. Minutes after that took place, SCVGSSTF members converged on the suspect and took him into custody without incident. Rocha was charged with 2nd Degree Kidnapping and 1st Degree Burglary and was transported to the El Paso County CJC.

The Southern Colorado Violent Gang Safe Streets Task Force is comprised of federal, state and local law enforcement, including members of the FBI, Colorado Springs Police Department and the El Paso County Sheriff’s Office.

On 08/23/2016 at 3:30 p.m. the Colorado Springs Police Department received a Weapons/Shot Fired call for service in the 800 block of Citadel Drive East near the Citadel Mall. Officers arrived on scene and located one individual who had been assaulted. Witnesses on scene informed officers that numerous gunshots were heard in the area. Officers were able to locate one shell casing on scene. The second individual involved in the disturbance was seen fleeing the area in a gray or silver vehicle. Officers attempted to locate that individual but were not able to locate him. The individual that was assaulted was transported to the hospital with minor injuries. The individual who was assaulted was subsequently arrested on a weapons violation in relation to this case. The investigation is ongoing at this time.

On Tuesday, August 23, 2016, the CSPD Gang Unit with the assistance of the Colorado Department of Corrections (CDOC), Division of Adult Parole, Fugitive Division, apprehended two wanted parolees. One of the parolees, Robert Beeler, 27, had an active arrest warrant for escape. This subject was also believed to be attempting to obtain a weapon and was identified as a previously convicted felon. After Beeler was arrested, the Gang Unit established probable cause to generate and later execute a search warrant at the location of Beeler’s arrest. A total of three handguns were recovered, including one in direct possession of Beeler. The second parolee, Shannon Derzon, 42, was found in possession of 34 grams of suspected methamphetamine. Both subjects were arrested and transported to the El Paso County Criminal Justice Center.

On 08/23/16 Officer Clint Schumm was working the construction detail at E Cimarron St and I-25. At 1:52AM Officer Schumm contacted a driver who was trying to drive through a closed area of the roadway. As Officer Schumm made contact, the driver left south bound on I-25 at a high rate of speed. A CSP Trooper who was also working the construction detail attempted to stop the driver; however, the driver refused to stop and CSP terminated the pursuit. Information from CSP was the vehicle, a 2014 Mercedes Benz, had been reported stolen on 8/22/16 to the El Paso County Sheriff's Office.

At approximately 2:19AM the same vehicle and driver exited north bound I-25 at Cimarron, coming to a stop in front of Officer Juan Flores, who was also working the construction detail. Officer Flores recognized the vehicle as being the stolen vehicle that had just eluded CSP a few moments earlier. Officer Flores took the driver into custody without incident.

The vehicle had been reported stolen to EPSO on 8/22/16 and entered into NCIC/CCIC. The vehicle was returned to the owners.

The suspect, Abraham Paquet, was transported to CJC on charges of Motor Vehicle Theft, Felony Eluding (CSP), and numerous traffic charges.

Woodmen Rd and N. Powers Bv

On 8/22/16, officers responded to a roll over traffic accident south of Woodmen Rd on Powers Bv. Upon arrival, officers found that all of the north bound lanes were blocked by four vehicles that were involved in the accident.

The investigation determined that a U-Haul was going south on Powers when it tried to make a U-Turn at an access in the median designated for emergency vehicles only. When the vehicle attempted to turn, it crossed over another traffic lane where a south bound pickup with a large trailer was traveling. The truck broadsided the U-Haul. Both vehicles traveled across the center median where they collided with a north bound SUV. That SUV rolled, striking a fourth vehicle which was also north bound in the next lane over.

The driver of the U-Haul was transported to the hospital. No other people were injured in the crash. North bound Powers had to be shut down until all of the vehicles could be removed by tow trucks, causing significant traffic back ups in the area.

The driver of the U-Haul was cited for careless driving.
