On 04/25/15 at 9:44 pm, CSPD officers were dispatched to the carnival at Palmer Park and Powers to assist EPSO deputies calling for emergency assistance. Deputies reported a large crowd at the carnival had become hostile and numerous physical disturbances were occurring.
When officers arrived they saw a crowd of several hundred people had surrounded deputies trying to stop a physical disturbance. An opening in the crowd was made and the deputies and officers pulled back to a staging location. Sergeant Frabbiele took command for the CSPD and had officers put on protective equipment. A joint command was established with EPSO and State Patrol supervisors. Perimeter units were assigned to help direct traffic out of the area.
Physical disturbances continued in the crowd as the carnival began shutting down. A large group of about 150 people attempted to tip over the two ticket booths for the carnival while employees were still inside. CSPD and EPSO officers moved in to the area of the booths, established a protective line, and ordered the crowd back. The crowd moved back about 30 yards where they remained for about a half hour taunting the law enforcement presence.
The crowd eventually dispersed without further incident. No arrests were made by CSPD personnel, no force was used, and no injuries were reported.

CSPD responded to an accident involving a motorcycle and pickup truck on Cimarron (US Hwy 24) between 8th Street and Interstate 25. The accident was reported to be a head-on collision. Arriving officers discovered that a motorcyclist had crossed into the oncoming lanes of traffic and run head-on into an on-coming pickup truck. The motorcyclist was pronounced dead at the scene. Cimarron was closed in both directions from 12:15 PM until about 4:15 PM for the investigation.
The Major Accident Unit responded to investigate. They determined that the motorcyclist, along with a group of others, was travelling westbound on Cimarron from I-25. As they crossed the bridge over Fountain Creek, they came up on slower moving traffic. The motorcyclist veered to his left to avoid colliding with the vehicle ahead, crossing the median into the eastbound lanes where he struck the pickup truck. Witnesses estimated that the motorcyclist was travelling at least 60 miles per hour in the posted 35 MPH zone.
The motorcyclist was identified as Christopher R. Higginbotham, age 24, from Tennessee. He was a soldier stationed at Fort Carson. None of the occupants of the truck were injured. The driver of the truck will not be cited for any violations.

On the above date and time officers of the Sand Creek Division were dispatched to a reported home invasion. Information was received that the suspect involved had put a gun to the victim’s head, but had left in an unknown direction of travel prior to officer’s arrival on scene. The first officers were in the area within three minutes of the call but were unable to locate the suspect. Investigation revealed a single Hispanic male had entered the apartment and demanded items from the victims at gunpoint. No one sustained injuries from the incident. The investigation is continuing at this time.

On 04/22/15, CSPD IMPACT officers from the Stetson Hills Division assisted the Patrol Division with the arrest of 27 year-old Dominiq Jones, and 48 year-old Angela Wallis, on Forgery and Identity Theft charges when they attempted to use a forged check at a business in the 1500 block of Space Center Drive. During a search of their persons, officers found forged identification cards and counterfeit U.S. currency, printed on bills of different denominations. A third person, Heather Newman (32), was contacted and released that night. IMPACT officers conducted follow-up investigation and learned that Ms. Newman was a suspect in a Theft of an at-risk adult. Officers developed probable cause to apply for a search warrant, which was granted by the on-call judge, for Ms. Newman’s residence. IMPACT officers served the warrant and the search of the residence yielded equipment used in the counterfeiting and forging of written instruments, as well as numerous counterfeit and forged instruments. This investigation is continuing.

On 04/18/15, CSPD IMPACT officers from the Stetson Hills Division arrested 41 year old Gary Brunk on an outstanding warrant and new charges of Possession of a Schedule II Controlled Substance. On that date, officers impounded Mr. Brunk’s vehicle and, during an inventory search, found a bag containing an excessive amount of U.S. currency in coins as well as multiple miscellaneous tools. IMPACT officers conducted follow-up investigation and were able to link some of the property they saw inside the vehicle to two unsolved burglaries. Officers have been able to return over $2,500 worth of stolen property to their rightful owners. This investigation is continuing.

3500 Van Tylingen Drive.

911 received multiple calls reporting an auto-pedestrian accident in the parking lot of the Ironwood at Palmer Park Apartments. The callers reported that others at the scene were attempting CPR on the victim. Arriving officers discovered that a woman had been struck by a vehicle backing out of a parking space. Despite the best CPR efforts of the bystanders and EMS personnel, the woman died at the scene.
The ensuing investigation found that the woman was a longtime friend of the driver. She was standing behind his vehicle at the time he backed the vehicle out of the space. The reasons for the collision are still under investigation, but there are no indications at this time that the circumstance was anything other than an accident.
Identification of the driver and pedestrian will be release after notification of next of kin.

CSPD was notified by Colorado Springs Utility workers that there was a disturbance in a drainage tunnel near the intersection of Farrs Ct and Boulder St. Investigation revealed that this was a domestic disturbance where a male was threatening the female with a gun. Officers arrived in the area and contacted both parties. Officers recovered a handgun in the male's property. Officers also recovered methamphetamine, marijuana and drug paraphernalia. The male party was a two time convicted felon. ATF responded to assist with the investiagation. The male was taken to CJC for Felony Menacing, Possession of a Weapon by Previous Offender and misc. drug charges.
The female was taken to the Police Operatations where she was served a signed complaint and served with a PR bond for a municipal warrant.

Officers were dispatched to a physical disturbance between two females in front of a residence in the 2300 block of Lexington Village Drive. When the first officer arrived one of the female's began to throw 1" to 2" landscaping rocks at the police cruiser. When the officer exited his cruiser the female continued to throw rocks, some of which struck the officer in the legs and shoulder. The female did not comply with the officer's commands to quit throwing rocks and instead bent over to pick up more rocks. The officer approached the female and deployed his taser which struck the female in the back. The female, 27 year old Annastasia Seufale, was then taken into custody.
The investigation revealed that there was a physical disturbance between Ms. Seufale and two of her friends. There was also a disturbance between Ms. Seufale and her husband. Additionally, Ms. Seufale was throwing rocks, several of the rocks struck a car belonging to her neighbor, causing minor damage to the car.

Ms. Seufale was arrested for several charges including Attempted Second Degree Assault on a Police Officer, Third Degree Assault, Criminal Mischief, and Disorderly Conduct.

On Thursday, April 23, 2015 at approx. 9:54pm, a traffic accident occurred at the intersection of Southbound Academy Blvd and Rebecca Lane. A Nissan SUV was attempting to turn west from Academy onto Rebecca Lane when it collided with a motorcycle that was travelling south on Academy at a high rate of speed. Witnesses reported the motorcycle had been travelling at visually estimated speeds of up to 80mph. The motorcycle rider received non-life threatening injuries and was treated at a local hospital. The motorcycle rider was cited for Careless Driving.

Officers were dispatched to 2922 West Colorado Avenue, the Garden of the Gods Motel, on a disturbance, specifically a report of someone being assaulted inside a vehicle. The first arriving officer found a victim that had been struck with a hammer and had serious injuries to the head. Initial investigation revealed that the suspect Jason Arnold attacked his father Richard Arnold by striking him in the head with a hammer. The father sustained serious but non life threatening injuries and is expected to survive the incident. Jason Arnold was arrested for Attempted Murder and will be booked into the Criminal Justice Center.
