On 08/23/16 Officer Clint Schumm was working the construction detail at E Cimarron St and I-25. At 1:52AM Officer Schumm contacted a driver who was trying to drive through a closed area of the roadway. As Officer Schumm made contact, the driver left south bound on I-25 at a high rate of speed. A CSP Trooper who was also working the construction detail attempted to stop the driver; however, the driver refused to stop and CSP terminated the pursuit. Information from CSP was the vehicle, a 2014 Mercedes Benz, had been reported stolen on 8/22/16 to the El Paso County Sheriff's Office.

At approximately 2:19AM the same vehicle and driver exited north bound I-25 at Cimarron, coming to a stop in front of Officer Juan Flores, who was also working the construction detail. Officer Flores recognized the vehicle as being the stolen vehicle that had just eluded CSP a few moments earlier. Officer Flores took the driver into custody without incident.

The vehicle had been reported stolen to EPSO on 8/22/16 and entered into NCIC/CCIC. The vehicle was returned to the owners.

The suspect, Abraham Paquet, was transported to CJC on charges of Motor Vehicle Theft, Felony Eluding (CSP), and numerous traffic charges.

Woodmen Rd and N. Powers Bv
Location
On 8/22/16, officers responded to a roll over traffic accident south of Woodmen Rd on Powers Bv. Upon arrival, officers found that all of the north bound lanes were blocked by four vehicles that were involved in the accident.

The investigation determined that a U-Haul was going south on Powers when it tried to make a U-Turn at an access in the median designated for emergency vehicles only. When the vehicle attempted to turn, it crossed over another traffic lane where a south bound pickup with a large trailer was traveling. The truck broadsided the U-Haul. Both vehicles traveled across the center median where they collided with a north bound SUV. That SUV rolled, striking a fourth vehicle which was also north bound in the next lane over.

The driver of the U-Haul was transported to the hospital. No other people were injured in the crash. North bound Powers had to be shut down until all of the vehicles could be removed by tow trucks, causing significant traffic back ups in the area.

The driver of the U-Haul was cited for careless driving.

Location
At approximately 0030 hours officers responded to a call for service regarding a domestic disturbance between a male and female. Investigation showed the male, Derek Christy (41 years old), and the victim had been in a physical altercation resulting in non-life threatening injuries to the female victim. Officers went to contact Mr. Christy at his residence. Mr. Christy refused to come out of the house; however, after a few hours officers were able to talk Mr. Christy into coming out and was taken into custody without incident. During the investigation portions of Gunshot Pass and Buckskin Pass Dr. were closed.

Officers were dispatched to the area of Lexington Dr. and Wimbleton Ct. in response to a call for service of a traffic accident. A black Dodge sedan, with four occupants, and black Chevrolet SUV, with one occupant, were involved in the crash. All parties were transported to a local hospital. The investigation is ongoing. Alcohol and speed are suspected factors in the crash. Lexington Dr. is closed in both directions from Avon to Briargate Pkwy. The road closure is expected to last several hours.

On August 20, 2016 at approximately 11:05 PM, officers responded to a robbery with a weapon in the 5600 block of N Union Boulevard. The investigation revealed that a suspect entered the business pointing a gun at the clerk and demanded money. During a struggle with the clerk, the suspect fired one round from a handgun inside the business. The clerk was not injured. The suspect obtained an undetermined amount of cash and left the business. The suspect was described as a black male, unknown age, 5’7” tall, with a thin build, wearing a black hoodie, black pants, and black shoes.

CSPD was notified of a serious traffic crash in the 1000 block of S. 8th Street during a heavy rain storm and flash flooding. Arriving officers found that a Mazda was traveling southbound when it crossed into the northbound lanes and was struck broadside by a northbound Hyundai. The driver of the Mazda was extricated from the vehicle and transported to a local hospital. He succumbed to his injuries at the hospital. Two passengers of the Hyundai were also transported to the hospital for treatment of injuries from the collision.

On August 18, 2016, detectives from the Colorado Springs Metro Vice, Narcotics, and Intelligence Division, a multi-agency drug task force consisting of detectives from the Colorado Springs Police Department, the El Paso County Sheriff’s Office, the Teller County Sheriff’s Office, and the Woodland Park Police Department, assisted members of the Drug Enforcement Administration (DEA) and a member of the Georgia Bureau of Investigation (GBI) with the execution of three separate search warrants regarding illegal residential marijuana grows. Two of the search warrants were executed within the City of Colorado Springs and one in unincorporated El Paso County. Items seized in the search warrants included approximately 537 marijuana plants, three firearms, ammunition and an undetermined amount of U.S. currency.

During the execution of the search warrants, the GBI arrested Felipe Hurtado for six outstanding felony warrants from the State of Georgia. Charges include three counts of cargo theft, one count of possession of tools for the commission of a crime, one count of fleeing or attempting to elude a police officer, and one count of trafficking in controlled substances (Schedule II). All charges are related to the theft of a shipment of approximately 8.9 million hydrocodone tablets in Cartersville, Georgia, which occurred in July 2014, by Hurtado and other members of a criminal organization.

Prior to his arrest for the theft of the 8.9 million hydrocodone tablets, Hurtado relocated to the general area of Colorado Springs, Colorado, and began to grow marijuana under the pretext of medical marijuana.

On Friday August 12th, 2016, Officer Jose Chavez, Hatch Police Department in New Mexico was shot and killed in the line of duty, while on a traffic stop. Officer Chavez served with the Hatch Police Department for two years.

Chief Carey is sending two members of the Colorado Springs Police Department’s Honor Guard to support and honor Officer Chavez at his funeral on Sunday August 21, 2016.

The Regional Explosives Unit currently possess two explosive detection canines assigned to bomb technician handlers. Officer Mahon is assigned to K9 Britta and Sergeant Arseneau is assigned K9 Belka. On 8-17-16 both K9 teams completed the Bureau of Alcohol Tobacco, Firearms and Explosives (ATF&E) National Odor Recognition Testing (NORT). This rigorous certification process was developed by ATF at the direction of the Secretary of Treasury. Here is a brief summary provided by the ATF describing the NORT certification:
"The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) National Canine Division (NCD) Mobile Training Team (MTT) travels to jurisdictions throughout the United States to provide explosives detection training and administer National Odor Recognition Testing (NORT) to Federal, State, and local law enforcement canine teams. The training and evaluation cadre consists of ATF personnel from NCD and National Laboratory Center. This includes Instructors/Canine Trainers, Explosives Specialists, and Forensic Chemists.
ATF provides uncontaminated explosives samples and instruction to assist canine teams in odor recognition exercises and testing to ensure canines are proficient at identifying current explosive threats. This process regularly helps canine teams identify gaps in explosives selection used for detection training (e.g. incomplete training-aid array), inadvertent training-aid contamination through deficient handling/storage protocols, and other factors that reduce overall canine team reliability. In addition, canine handlers are given an opportunity to imprint canines on peroxide-based explosives (TATP/HMTD), as well as other homemade and commercial explosives identified as current or emerging threats."

This national certification validates long hours and dedicated practice by these explosive detection K9s and their handlers.
