500 Block of Windsor Lane

On Wednesday, May 22, 2019, detectives from the Violent Offender Fugitive Task Force identified a car associated with a wanted subject in the 500 block of Windsor Lane in Fountain, Colorado. The wanted subject, identified as 48-year-old Jason Flores, was sought in reference to an arrest warrant issued on May 14, 2019 for a shooting incident that occurred in the city of Colorado Springs.

Flores was confirmed to be within a residence in the 500 Block of Windsor Lane so the Fugitive Task Force requested the assistance of the Fountain Police Department. After containment of the residence was set-up, Flores shot at officers. One Fountain Police Department Officer returned fire.

After shots were fired, the El Paso County Sheriff’s Office Tactical Unit responded to assist. Flores was later taken into custody and arrested for Attempted First Degree Murder of a Police Officer, as well as his other active warrants.

Neither Flores nor any officers were injured as a result of shots being fired.

The Colorado Springs Police Department Deadly Force Investigation Team (DFIT) responded and is the lead agency conducting the investigation into the officer involved shooting. Colorado Revised Statute 16-2.5-301 provides the statutory requirements for these investigations.

On 05/01/2019 detectives from the Stetson Hills division began investigation into a car break-in that occurred at the Residences at Falcon North (6464 Honey Grove). During the course of the investigation a possible suspect was identified trying to sell one of the stolen items. Detectives contacted the suspect in person, later identified as twenty-three year old John Claude Warren, DOB: 11/24/1995 and took him into custody without incident. The suspect was in the company of an individual, Erik Miller, DOB: 02/01/1988 who was wanted on a felony warrant for parole violation. The victim’s property was recovered and the investigation is ongoing.

On 05/21/19 at approximately 0343 hours, Falcon officers were dispatched to a disturbance at 1600 E. Woodmen Rd. Upon arrival, the first officer broke up the disturbance and while detaining the male party, the female attacked him striking him in the head multiple times. The officer was able to hold both parties on the ground until more officers arrived to assist and take both parties into custody. The male half was served and released for obstruction and the female was arrested for 2nd Degree Assault on a Peace Officer. The female was taken to the hospital where she later spit in a second officer's face. She is currently being booked into a juvenile detention facility. The first officer was treated and released for minor injuries.

The Colorado Springs Police Department is on “Accident Alert” status as of 7:18PM on 05/20/19 due to road conditions and a high volume of non-traffic related calls for service. Drivers are reminded if they are involved in a traffic accident with no fatality or injury requiring medical attention, no driver involved is suspected of driving under the influence of alcohol or drugs, all drivers are present with license, registration and insurance information, and no damage to public property such as a street sign or utility pole has occurred, drivers should exchange their information and follow the procedure for completing a counter/cold report. When damage to any vehicle requires a wrecker, counter reports can still be made providing the previous criteria is met. Drivers can either pick up a traffic accident report form at any of the police department substations or they can go on line at Springsgov.com, go to the CSPD homepage and select “report a minor traffic accident” for instructions. Drivers should also be reminded to take the appropriate steps to avoid being involved in a traffic accident during adverse weather and road conditions. Drivers should check road and travel conditions before heading out and leave more time to get to their destination. Drivers need to travel at a safe speed for the conditions and leave an increased and safe following distance from the vehicle in front of them. Drivers should use streets and roadways less hazardous in winter driving conditions. Drivers also need to remove snow and ice obstructing their vision and have adequate snow tires on their vehicles.

On 05/20/19 at approximately 1125 hours, officers from the Sand Creek Division were dispatched to Astrozon Blvd and Astrozon Circle reference a vehicle that had crashed into a building and two male juveniles ran from the vehicle. While driving to the area, officers discovered the vehicle involved in the crash was stolen. Officers arrived in the area and began checking the accident scene and surrounding area. The vehicle had crashed into the side of an occupied apartment building causing significant damage. There were no injuries reported at the crash scene. A citizen/witness led officers to the area where the juvenile suspects were last seen running. A short time later, officers located the juveniles hiding near a residence in the 2400 block of Nadine Circle where they were taken into custody.

On Monday 05/20/2019, CSPD Communications Center received a call for service regarding a wrong way driver on Interstate 25. Information received indicated a vehicle was traveling northbound in the southbound lanes. Within minutes, CSPD was advised of a traffic crash involving the wrong way vehicle and a large commercial vehicle just north of the W. Uintah St. exit. The drivers of each vehicle were transported to a local hospital for non-life threatening injuries.

Southbound Interstate 25 was briefly closed. A single lane has since been re-opened for southbound traffic. Drivers are asked to use caution in the area as officers continue to investigate this crash. Alcohol is believed to be a factor in this incident. The driver of the vehicle traveling the wrong direction was identified as 30 year old David Bates. Mr. Bates has been arrested for DUI.

***Update*** Only one lane remains open for southbound traffic on Interstate 25. There is no estimated time frame as to when all lanes of the Interstate will re-open.

***Updated Information*** As of 4 AM, all southbound lanes of Interstate 25 are open.

On Sunday, May 19, 2019, the Colorado Springs Police Department received a report of a missing at-risk elder that has not been seen since approximately 10:30 am on 5/19/19. Ingeborg Thorbecke (80 YO) of Colorado Springs was last seen at the Sunnyside Church at 2025 N. Murray Blvd at 10:30 am on 5/19/19. Ms. Thorbecke has not checked in with any friends or family that been attempting to locate her during the day. Ms. Thorbecke may be driving her vehicle a 1998 Gold Mercedes S320 Colorado Plate 596AYL, which has a German sticker on the back. Ms. Thorbecke is a white female, 5’01”, 122 lbs, with blonde hair, green eyes. She was last seen wearing a brown skirt with flowers. Ms. Thorbecke is known to frequent the United States Air Force Academy.
Officers with the Colorado Springs Police Department and USAFA are checking locations known to be frequented by Ms. Thorbecke. Contact CSPD Dispatch if Ms. Thorbecke is observed.
