|Attention||Each fireworks display event requires standby fire inspection personnel by the CSFD DFM.
Additional Standby fire department personnel and equipment may be required by the fire department prior to and during the event. The fire department shall be reimbursed by the event coordinator or responsible party for all costs associated with providing fire department personnel and equipment at the display sites as set forth from time to time by City Council resolution.
The number of personnel and equipment and an estimate of the costs shall be determined prior to the remittance of all applicable fees. The number of fire personnel and equipment required to be on site will be based upon the display site and, if necessary, the daily announced fire danger.
The individuals providing this service shall abide by the Colorado Springs Fire Department#s rules, regulations,
policies and procedures. During condition classified as low to moderate fire danger#, the fire marshal, or a
designee, shall review the permit applications and required submittals to determine if the display will be

|FYI||Regular and additional safety measures we will be doing
1. Racks are positioned lengthwise, perpendicular to where the audience seats. In other words, the racks are positioned where (God forbid) should a detonation occur, the racks open outward, and not lay over toward the audience.
2. Racks will still be "banded together" in groups of four, around the top and bottom. These banded racks will be "dense-packed" so as to contain an "internal" mortar from disrupting other mortars and racks "outside" the containment area.
3. Racks will also be additionally secured in the following manner. A 2x4 (approximately 4-ft long) will be screwed to the outer banded group of racks (and to the next adjoining banded group of racks), horizontally along the middle and on both sides to provide additional strength to the banded racks. (The technician will make sure to carefully screw through the 2x4 so as to NOT screw into a mortar when doing this.)
4. Sand bags will be placed along the outside banded group of racks on each end.
5. A "spotter" will be designated to specifically "watch" every shell as it leaves the mortars. This "spotter" will have a very bright spotlight to assist their ability to watch the shells as they leave the mortars. If the designated "spotter" notices a problem, he/she will immediately notify Bill Dupey to stop the show. The "spotter" will assess the situation, and will determine whether the show can be resumed or not, based on whether or not there has been a detonation or other disruption in the racks that might cause a safety problem.
|FYI||Other information or safety measures that we emphasize
1. All fireworks are fired electrically.
2. Every shell (other than chain finales) is individually e-matched. Our chain finales fire simultaneously, not with time-delays between shells in the chains. We believe this to be a safer method, because "time-delays" between shells in a chain could be a problem if a shell happens to "detonate" during the firing. As an example; were shells in a chain to have time-delays between shells, and if the first shell in a chain were to detonate, causing a rack to fall over, the successive shells in that chain could fire at unintended angles. This is why we do not have time-delays in finale chains.
3. We believe it is important to use a minimum of 100-feet per diameter inch of the largest size shell in a show as the distance factor from the firing point to where spectators and automobiles are located. This extends the minimum distance as required in NFPA 1123. Example: This is why we emphasized the importance of using a maximum size shell of three-inch (3") diameter at Security Field.

|I||INSPECTOR: SITE SPECIFIC COMMENTS (Shot Location - Scoreboard, Behind Centefield Fence):

STAGE LOCATION IS MOVED 25-35 FT "BACK AWAY" FROM SCORE BOARD. OK per PLAN REVIEWER.
-At least one CSFD OFM representative will be present & on hand prior to event for inspection.
THREE INCH SHELL = 1" : 100' = 300 FOOT RADIUS or 600 FOOT DIAMETER
-CSFD OFM will verify that a 600 ft diameter "red zone" is fenced/caution taped off to spectators.
A minimum of two water fire extinguishers shall be on hand in the shoot area. (note, the diameter zone as declared on this application is the minimum req'd diameter per NFPA 1123, 184.108.40.206 for 3" max shells).
-The designated landing area shall not be within 100 feet of tents, canopies and membrane structures. Tents and play area shall be disassembled prior to show.
There shall be no ground display pieces.
NFPA 1123- 3.2.2. Exception No 2:
All roman candles and multishot devices (if used) shall have the separation distance of 125 ft or 70 ft/in of tube diameter, whichever is greater.
-Vegetation (unless recently irrigated, i.e Golf Course and baseball field) and combustibles shall be cleared and maintained out of the fallout display area. SKY SOX SHALL PERIODICALLY CUT AND MAINTAIN ALL VEGETATION IMPACTED WITHIN THE FALL OUT ZONE, AS NEEDED.
NO STANDBY WATER TRUCK IS REQUIRED.
Applicant to search and clean fallout area next day in daylight.
-Combustible materials within the designated landing area shall be treated or coated with a flame retardant/flame resistant material. Treatments used to render materials flame resistant/retardant shall be renewed as often as necessary to maintain the materials flame resistance. Coatings shall be in accordance with nationally recognized standards.|
|FYI||CERTIFICATE OF INSURANCE
-The certificate of insurance submitted appears to include the appropriate coverage in accordance with the IFC 2009, as amended.
Certificate of insurance that shows commercial general liability with minimum available limits of:
-$2,000,000 general aggregate
-$1,000,000 products and completed operative aggregate
-$1,000,000 each occurance
-Comprehensive automobile liability with minimum limits of $1,000,000 per occurance
-Workers Compensation and employers liability as required by statute. Employer's liability coverage is to be carried for a minimum of $100,000.
-The insurance shall cover all operations involving fireworks and any vehicles used for the transportation or storage of fireworks, bodiliy injury liability and property liability for the purpose of payment of any damages to persons or property which arise from, or are caused by, the conduct of an act authorized by the permit upon which a judicial judgement results. The insurance shall also provide protection for property damage resulting from fireworks or explosion. The certificate of insurance shall guarantee 30 days written notice to the chief of the fire department in the event of policy cancellation for any reason.
-The certificate of insurance lists the Colorado Springs Fire Department as An Additional Insured.|
|FYI||NFPA 1123- 3.3.2 and 3.3.3
Spectators, unauthorized vehicles, watercraft, Fire protection personnel, EM response personnel and their vehicles, or combustible materials shall not be located within the fallout area during the display or shall remain at or beyond the perimeter of the display site during the firing of the display.|
Mortars which are buried in the ground, troughs, or in drums, shall be separated from adjacent mortars by a distance equal to or greater than the diameter of the mortars. (Over 6")
Mortars shall be constructed of heavy cardboard, paper, or metal other than cast iron.
Damaged mortars with defects such as but not limited to dents, bent ends, damaged interiors, and damaged plugs shall not be used.
Mortars are to be positioned so that aerial shells are directed over the designated landing area away from the ground piece and never toward spectator viewing areas.
Approved securely positioned mortar racks are allowed for the firing of single-break shell, six inches or less in diameter.
Mortar racks or bundles that are not inherently stable shall be secured or braced to stabilize them. Stabilization shall be by stakes, legs, A-frames, side boards, or equivalent means.
When the display crew is in the immediate area of the mortars, ground burst protection shall be provided by placing sandbags (or other suitable protection) around mortars on the up range side to protect the operator from ground burst.
Ready boxes shall be located not less than 25 feet in an upwind direction from mortars.
NFPA 2000 ED:
Spiral wound paper mortars shall not be used for greater than three-inch diameter aerial shells with a maximum double break.
Paper mortars shall not be reloaded during the same display. When mortars are to be reloaded during a display, mortars of the same size shall be placed in-groups, and the groups shall be separated from one another.
Single break aerial salute shells shall be limited to a maximum size of 5". Aerial shell containing multiple salutes shall consist of component salutes not exceeding 3" individually.|
|FYI||Outdoor storage of all pyrotechnic material is required to be stored in a magazine and secured.
Pyrotechnic special effects material s which is to be stored outdoors shall be stored in a type 2 or 4 magazine.
When Type 4 magazine is used for outdoor storage, such storage shall be in a constantly attended location or, if unattended, shall have wheels removed or the magazine immobilized by kingpin locking device or by other approved security measures. |
|FYI||If high winds or adverse weather conditions creates a danger, the display shall be postponed until weather conditions are acceptable to the CSFD or may be cancelled.

After delivery to the display site, fireworks must never be left unattended and must be protected from theft, damage, moisture, and unauthorized persons. The public shall be kept a minimum of 50' from the fireworks.
Fire protection may be required in the form of portable fire extinguishers in the discharge area and standby fire apparatus for protection down range.
The trajectory of aerial shells shall be arranged such that a minimum clearance of 25 feet is maintained from potential obstructions (including overhead obstructions).
The operator shall employ monitors whose sole duty shall be the enforcement of crowd control around the display area.
The operator is required to install rope barriers, fences, or other devices around the display area to aid in crowd control.
Unauthorized persons shall not be allowed to enter the discharge site until the pyrotechnic operator has inspected the site after the display.
Display operators shall use only flashlights or electric lighting for illumination.
Smoking and use of open flames are prohibited in the storage area. "NO SMOKING OR OPEN FLAME signs shall be conspicuously posted (NFPA recommendation - No smoking within 50 feet of fireworks or pyrotechnic materials).
The entire firing range shall be inspected immediately following a display and prior to allowing public access for the purpose of locating unexploded aerial shells. Such shells shall not be handled within 15 minutes of their firing. Shells shall be doused with water, allowed to stand for not less than 5 minutes and placed in a bucket of water. When the entire range cannot be thoroughly inspected due to darkness, the site shall be re-inspected the following morning.
The pyrotechnic operator shall keep a record of aerial shells that fail to ignite or fail to function.|
ELECTRICAL FIRING UNIT SHALL BE A MINIMUM OF 75 FEET AWAY FROM MORTARS
Electrical wiring shall be prevented from contacting metal objects, which are in contact with the ground.
AC powered electrical firing units shall be isolated from the power source using an isolation transformer.
Electrical firing units shall require operation of a key operated switch or other similar
device to prevent unauthorized operation. A hand held electrical firing unit may be used
only during the display.
Manually activated electrical firing units shall require two or more distinct actions to apply electric current to an electric match.
Automatic sequencing type electrical firing units shall include a momentary contact switch that must be manually held open to cause current to fire the electric match and will immediately disconnect current to all electric matches upon release.
NFPA 6.1.3. Where only electrical ignition is used, the operator and all assistants shall be positioned a minimum of 75 feet from any mortar or behind a protective barrier.|
