DisapprovedCARBON DIOXIDE GAS DETECTION AND ALARM SYSTEM Facilities shall declare the storage and use of small Insulated Carbon Dioxide Systems used in Beverage Dispensing. *** This facility proposes one 750 lb CO2 vessel (estimated by plan reviewer--no declaration provided at this time), therefore, it is required to comply with the 2009 IFC/IMC ONE OF THE FOLLOWING OPTIONS: 1) ventilation requirements for mechanical EXHAUST or 2) ventilation for NATURAL ventilation or 3) provide an approved CO2 gas detection and alarm system in accordance with the following: a) A Listed (by an approved testing laboratory or organization) gas detection and alarm system that is capable of detecting and notifying the building occupants of a gas release that creates carbon dioxide vapors in excess of its Permissible Exposure Level (PEL) at 5,000 parts per million. b) The gas detection and alarm system shall initiate an audible alarm within the room or area in which the system is installed. Activation shall sound a local alarm to notify persons responsible for system operation of a hazardous condition in the area where installed. c) The automatic gas detection and alarm system shall be installed in accordance with the manufacturer's requirements and recommendations. Documentation shall be provided at the time of inspection. Note: Carbon dioxide is 1.5 times heavier than air. Vapors accumulate in low elevations, and in non-ventilated rooms not necessarily limited to the location of the container. The detector(s) should be located in areas where carbon dioxide from a leak will concentrate. Most manufacturers' gas detection sensors are recommended to be installed 12 inches to 24 inches above floor level. ******PPRBDMechanical Dept. has NOT released for permit mechanical NATURAL ventilation. DisapprovedVENTILATION 2704.3 CONTINUED *** ATTENTION**** 2704.3 VENTILATION Indoor storage areas and storage buildings shall be provided with mechanical exhaust ventilation or natural ventilation where natural ventilation can be shown to be acceptable for the materials as stored. System requirements. Exhaust or natural ventilation systems shall comply with all of the following: 1. Installation shall be in accordance with the International Mechanical Code. (sections 502.8.1 - 502.8.1.1, 402.1 through 402.4) 2. Mechanical ventilation shall be at a rate of not less than 1 cubic foot per minute per square foot of floor area over the storage area. 3. Systems shall operate continuously unless alternative designs are approved. 4. A manual shutoff control shall be provided outside of the room in a position adjacent to the access door to the room or in an approved location. The switch shall be of the break-glass type and shall be labeled: 5. Exhaust ventilation shall be designed to consider the density of the potential fumes or vapors released. For fumes or vapors that are heavier than air, exhaust shall be taken from a point within 12 inches of the floor. 6. The location of both the exhaust and inlet air openings shall be designed to provide air movement across all portions of the floor or room to prevent the accumulation of vapors. 7. Exhaust ventilation shall not be recirculated within the room or building if the materials stored are capable of emitting hazardous vapors. ********************DISAPPROVED ATTENTION*************************** *** Review and release for permit by PPRBD Mechanical Dept. is required for the ventilation system at the CO2 storage location. ****** At this time, PPRBD Mechanical has NOT released for permit this plan dated 9/25/12 PLAN SHEET DECLARES "NATURAL VENTILATION" HOWEVER NO INFORMATION IS PROVIDED TO INDICATE THAT IT COMPLIES WITH SECTION 402.1 through 402.4 IMC 2009. *** NO CO2 detection and alarm system is declared on this plan sheet. *** Due to the distance of the CO2 outlets from the source location, monitoring and detection alarm systems are recommended in areas of the product piping distribution system

These forms were provided to owner in a previous meeting with the plan reviewer. *** Resubmit plan with total amount of CO2 (include any smaller containers if applicable). Will this facility replace the 50 smaller non manifolded containers with the one large 750 lb vessel? Please provide detail.

NATURAL VENTILATION SHALL BE MAINTAINED IN ACCORDANCE WITH THE IMC 2009. See ventilation comments. The carbon dioxide shall be transferred---loaded and off loaded through a fill connection located directly adjacent to the tank at the exterior of building. ATTENTION *** fill connection shall be located on exterior of building. ** Noted on plan sheet. ATTENTION: Duplicate gauges shall be installed at the filling connection to enable the driver to fill the container and maintain the required pressure in the container. Pressure relief devices and vents shall be piped to discharge outside in a safe direction. ** identified on Carbo Mizer spec sheet. ****************************** NOTE: Storage areas where an accumulation of inert gas could occur should be continuously monitored with an appropriate alarm system to indicate an oxygen deficient atmosphere. *** Natural ventilation is declared in lieau of monitoring system. **** No CO2 detector or audible/visual alarm is noted on plan sheet. CSFD recommends monitoring and alarm system along the piping distribution system at this facility.

Containers, cylinders and tanks shall be designed and constructed in accordance with approved standards. Containers, cylinders, tanks and other means used for containment of hazardous materials shall be of an approved type. Pressure vessels shall comply with the ASME Boiler and Pressure Vessel Code. NOTE: IFC 2009, 2703.2.2 Piping, tubing, valves and fittings. Piping, tubing, valves and fittings conveying hazardous materials shall be designed and installed in accordance with approved standards and shall be in accordance with Sections 2703.2.2.1 and 2703.2.2.2. Piping, tubing, valves, fittings and related components shall be designed and fabricated from materials that are compatible with the material to be contained and shall be of adequate strength and durability to withstand the pressure, structural and seismic stress and exposure to which they are subject. ***ATTENTION: Piping, tubing, hoses anf fittings shall be designed to a bursting pressure of AT LEAST FOUR times the system design pressure. **** Materials of construction shall be employed for a potential exposure to a temperature of -109.3 degrees F. * Exterior fill port specifications and location shown on plan sheet * Warning and hazard identification labeling as indicated within these comments are required to be posted at the time of inspection.

AttentionLABELING AND MARKING ** Stationary compressed gas containers, cylinders and tanks shall be marked with the name of the gas Markings shall be visible from any direction of approach. ** Portable compressed gas containers, cylinders and tanks shall be marked in accordance with CGA C-7. Piping systems shall be marked in accordance with ANSI A13.1. ** Markings used for piping systems shall consist of the content#s name and include a direction-of-flow arrow. ** Markings shall be provided at each valve; at wall, floor or ceiling penetrations; at each change of direction; and at a minimum of every 20 feet or fraction thereof throughout the piping run. Portable containers, cylinders and tanks. Portable compressed gas containers, cylinders and tanks shall be marked in accordance with CGA C-7. Signs clearly establishing the location and identity of shut-off valves are to be provided. All inert piping systems shall be identified by appropriate labeling with the name of the gas. Warning signs shall be posed at each entrance to the room or enclosure where the bulk inert gas system is installed. Wording shall include: WARNING ---(name of gas) HIGH CONCENTRATION OF GAS MAY OCCUR IN THIS AREA AND MAY CAUSE ASPHYXIATION. VERIFY THAT OXYGEN CONCENTRATION IS ABOVE 19.5% BEFORE ENTERING AND DURING ACTIVITY IN THIS AREA.
AttentionPiping shall be protected against physical damage. Signage shall be provided for piping and hose systems as follows: 1. Above-ground piping systems shall be marked in accordance with ANSI A13.1. 2. Station outlets shall be marked to indicate their intended usage. 3. Signs shall be posted, indicating clearly the location and identity of section shutoff valves.
FYILabeling - An NFPA 704 compliant Hazard Placard is required for each pedestrian entry door rooms containing hazardous materials in excess of the exempt amounts (this door could be interior or exterior) and all such doors shall be included. The minimum size of the Hazard Placard shall be 15" by 15". This requirement is subject to verification at the time of the Hazardous materials Inspection prior to signing the Fire Final. FYICompressed gas containers, cylinders, tanks andsystems shall be secured against accidental dislodgement and against access by unauthorized personnel. Compressed gas containers, cylinders and tanks shall be separated from incompatible materials Compressed gas containers, cylinders, tanks and systems shall not be placed in areas where they are capable of being damaged by falling objects. Areas used for the storage, use and handling of compressed gas containers, cylinders, tanks and systems shall be secured against unauthorized entry and safeguarded in an approved manner. Compressed gas containers, cylinders and tanks shall be secured to prevent falling caused by contact, vibration or seismic activity. Securing of compressed gas containers, cylinders and tanks shall be by one of the following methods: 1. Securing containers, cylinders and tanks to a fixed object with one or more restraints. 2. Securing containers, cylinders and tanks on a cart or other mobile device designed for the movement of compressed gas containers, cylinders or tanks. 3. Nesting of compressed gas containers, cylinders and tanks at container filling or servicing facilities or in seller#s warehouses not accessible to the public. Nesting shall be allowed provided the nested containers, cylinders or tanks, if dislodged, do not obstruct the required means of egress. 4. Securing of compressed gas containers, cylinders and tanks to or within a rack, framework, cabinet or similar assembly designed for such use. Exception: Compressed gas containers, cylinders and tanks in the process of examination, filling, transport or servicing. Compressed gas containers, cylinders and tanks designed for protective caps, collars or other protective devices shall have the caps or devices in place except when the containers, cylinders or tanks are in use or are being serviced or filled.
FYIEquipment, machinery, and required detection and alarm systems associated with the use, storage, or handling of hazardous materials shall be listed or approved. This requirement is subject to verification at the time of the Hazardous materials Inspection prior to signing the Fire Final.

FYIMSDS 407.2 Material Safety Data Sheets. Material Safety Data Sheets (MSDS) for all hazardous materials shall be either readily available on the premises as a paper copy, or where approved, shall be permitted to be readi-ly retrievable by electronic access. Approved electronic access shall be as follows: 1. Media shall be USB Flash Drive. 2. Format shall be Microsoft Word 2000 or newer docu-ment, PDF, or other approved format. Where a Knox Box is located at a facility, one USB de-vice shall be stored in the Knox Box and one device shall be located in an approved location(s). All devices and content shall be maintained.
