AttentionUNDERGROUND STORAGE TANK INSTALLATION PERMIT It is the responsibility of the Tank Installation Contractor to apply for and obtain a Tank Installation Permit from the CSFD Office of the Fire Marshal, 375 Printers Parkway. The Tank Installation Contractor is required to submit for, and receive a separate permit for the installation of any new vessel in excess of 60 gallons that contains hazardous materials. This permit must be obtained prior to installation. The tank may not be filled until after inspection. Applications for tank permits can be obtained from the CSFD Office of the Fire Marshal, 375 Printers Parkway or on the CSFD website. Submit all tank permit applications to the CSFD Office of the Fire Marshal @ 375 Printers Pkwy; Attn: Kay Yeager, Hazardous Materials Program Coordinator. Submittals for new tank permits shall include, but not limited to FULL SIZE SET OF PLANS AND ONE QUARTER SIZE SET OF STAMPED PLANS. Dimensioned site plan that shows the location of the tank, a declaration of size/contents, manufacturer's cut sheets that show the construction/material that the tank is made of and the method/available volume of secondary containment in accord with Chapter 27 of the 2009 International Fire Code. vehicular protection devices, if required, shall also be shown and described on the site plan. Plans shall show all piping systems, valves, components, equipment and vent systems. Kum & Go preconstruction associate, SENECA company will be responsible for applying for the UST installation permit and providing full size set of complete tank, piping, vents, and dispensing pump plans for review to the CSFD. THIS REVIEW INCLUDES THE UST TANK PERMIT & PLANS.
FYIIFC 2009 CHAPTER 22 The dispensing of fuel at motor fuel-dispensing facilities shall be conducted by a qualified attendant or shall be under the supervision of a qualified attendant at all timesor shall be in accordance with Section 2204.3 of the 2009 IFC. Attended self-service motor fuel-dispensing facilities shall comply with Sections 2204.2.1 through 2204.2.5 of the 2009 IFC. Attended self-service motor fuel-dispensing facilities shall have at least one qualified attendant on duty while the facility is open for business. The attendant#s primary function shall be to supervise, observe and control the dispensing of fuel. The attendant shall prevent the dispensing of fuel into containers that do not comply with Section 2204.4.1, control sources of ignition, give immediate attention to accidental spills or releases, and be prepared to use fire extinguishers.
FYIUST - TANK DETAILS The design, construction, and general installation of underground tanks shall be in accordance with 2009 IFC Chapters 22 and 34.

AttentionATTENTION UST - TANK VENTING Normal venting shall be installed in accordance with 2009 IFC Chapter 34. This includes vent line flame arrestors being installed in accordance with there listing; location of vent line outlets; vent piping installation; manifolding; and minimum size. Tanks storing Class 1A liquids shall be equipped with pressure/vacuum venting devices with integral flame arresters which shall be normally closed except under venting conditions. ATTENTION TANK VENTS ON CANOPY 2012 NFPA 30A 5.6.3 Tank vents that are installed within or attached to a canopy shall extend a minimum of 5 ft above the highest projection of the canopy.
FYIApproved special-dispensing devices and systems such as, but not limited to, card- or coin-operated and remote-preset types, are allowed at motor fuel-dispensing facilities provided there is at least one qualified attendant on duty while the facility is open to the public. Remote preset-type devices shall be set in the #off# position while not in use so that the dispenser cannot be activated without the knowledge of the attendant.
AttentionATTENTION ***** EMERGENCY DISCONNECT ***** AMENDMENT TO CODE Approved, clearly identified, and readily accessible emergency dis-connect switches shall be provided at approved locations to stop the transfer of fuel to the fuel dispensers in the event of a fuel spill or other emergency. Two emergency disconnect switches for exterior fuel dispensers shall be required as follows: 1. Exterior: Shall be located within 100 feet of, but not less than 20 feet from, the fuel dispensers. Provide a mushroom style switch that is readily accessible and must cut off power to all dispensers and pumps. 2. Interior: Shall be located at the Attendant duty location. Provide a palm-type switch button which will shut off the flow of fuel and cut off power to all dispensers and pumps. 3. Emergency disconnect switches shall shut-off the power in conformance with the National Electric Code (National Fire Protection Association (NFPA-70)) and NFPA-30A. 4. Emergency controls shall be of a type which is only manually resettable. For interior fuel-dispensing operations, the emergency disconnect switch shall be installed at an approved loca-tion. 2203.2.1 Emergency disconnect switch signage. Signs shall be provided in approved locations and of the legible size: 1. Interior: At least 1 inch in height and 1/8 inch stroke Red on White background 2. Exterior: At least 2 inches in height and inch stroke Red on White background.

FYIInstall tank per manufacturer's specifications - provided specification sheets to CSFD for approval Tank installation, specification, procedures, compliance and requirements are indicated on plan sheets in various note sections and identify per manufacturer's specifications.
FYIIf dispensed from, provide an automatic shut-off switch for each tank. This switch shall be located at an approved location. Underground tanks for the storage of Class I, II and IIIA liquid fuels shall comply with Chapter 34. Accurate daily inventory records shall be maintained and re-conciled on underground fuel storage tanks for indication of possible leakage from tanks and piping. The records shall be kept at the premises or made available for inspection by the fire code official within 24 hours of a written or verbal request and shall include records for each product showing daily reconciliation between sales, use, receipts and inventory on hand. Where there is more than one system consisting of tanks serving separate pumps or dispensers for a product, the reconciliation shall be ascertained separately for each tank system. A consistent or accidental loss of product shall be imme-diately reported to the fire code official.
FYIALL TANKS Pressure test to be conducted by installer to verify vessel integrity. Proof of pressure test shall be presented to Fire Inspector upon Final Inspection of facility.
FYIUST - LOCATION Underground storage tanks shall be located a minimum of 3 feet from basements, pits, cellars, and property lines.
FYIUST - DEPTH OF BURY NO VEHICLE TRAFFIC ON TOP OF TANK: Tanks shall be covered with a minimum of 2 feet of earth or 1 foot of earth and 4 inch thick reinforced concrete slab. WITH VEHICLE TRAFFIC ON TOP OF TANK: Tank shall be covered with a minimum of 3 feet of earth or 18 inches of tamped earth with 6 inch thick reinforced concrete slab or 8 inches of asphalt paving. DEEPLY BURIED TANKS Tanks covered with more than 7 feet of earth shall provide comply with specific manufacturer's requirements for such depth or engineered reinforcements shall be designed and provided.
FYISIGNS - Signs prohibiting smoking, prohibiting dispensing into unapproved containers ands requiring vehicle engines to be stopped during fueling shall be conspicuously posted within sight of the dispenser. Warning signs shall be conspicuously posted within sight of each dispenser in the fuel-dispensing area and shall state the following: 1. It is illegal and dangerous to fill unapproved containers with fuel. 2. Smoking is prohibited. 3. The engine shall be shut off during the refueling process. 4. Portable containers shall not be filled while located inside the trunk, passenger compartment, or truck bed of a vehicle.
FYIINTERCONNECTION OF ABOVE AND BELOW GROUND TANKS - A connection shall not be made between an aboveground tank and an underground tank.
FYIFIRE PROTECTION - Portable fire protection shall be provided in accordance with NFPA Standard 10. A minimum 20:B manual extinguisher is required to be located in an accessible location within 75 ft from the tank. This extinguisher should be at least 10 ft from the tank. Fire Extinguishers noted on Sheet AG-2 to be located at on entrance side columns of dispensing islands. Sheet AG-1 indicates a minimum of 2A40BC fire extinguisher shall be provided not more than 75 ft. form any pump, dispenser or fill pipe opening
FYITESTING - Underground tanks shall be tested for tightness hydrostatically or pneumatically at not less than 3 pounds per square inch (20.7 kPa) and not more than 5 pounds per square inch (34.5 kPa) for 30 minutes. Pneumatic testing shall not be used on a tank containing flammable or combustible liquids or vapors.
FYISOURCES OF IGNITION - Smoking and open flames shall be prohibited in areas where fuel is dispensed. The engines of vehicles being fueled shall be stopped.
FYINOZZLES - A listed automatic-closing type hose nozzle valve with or without a latch-open device shall be provided on island-type dispensers used for dispensing Class I, II, or III-A liquids.
FYIBREAKAWAY DEVICES - Dispensers hoses for Class I and II liquids shall be equipped with a listed emergency breakaway device designed to retain liquid on both sides of the breakaway point.
FYICLEARANCE FROM COMBUSTIBLE MATERIALS - Weeds, grass, brush, trash and other combustible materials shall be kept not less that 10 feet from fuel storage vessels and fuel handling equipment
FYIDISPENSER ELECTRICAL DISCONNECTS - An electrical disconnect switch shall be provided for all dispensers in accordance the Electric Code.
FYIDISPENSER HOSE LENGTH - Dispenser hoses shall be a maximum of 18 feet in length unless approved. Dispensing hoses shall be listed and approved. When not in use, hoses shall be reeled, racked or otherwise protected from damage.
FYIDISPENSER INSTALLATION - Dispensing devices shall be secured in an approved manner, Dispensers shall not be secured to the island using piping or conduit. Dispensing devices shall be located as follows: 1. Ten feet (3048 mm) or more from lot lines. 2. Ten feet (3048 mm) or more from buildings having combustible exterior wall surfaces or buildings having noncombustible exterior wall surfaces that are not part of a 1-hour fire-resistance-rated assembly or buildings having combustible overhangs. Exception: Canopies constructed in accordance with the International Building Code providing weather protection for the fuel islands. 3. Such that all portions of the vehicle being fueled will be on the premises of the motor fuel-dispensing facility. 4. Such that the nozzle, when the hose is fully extended, will not reach within 5 feet (1524 mm) of building openings. 5. Twenty feet (6096 mm) or more from fixed sources of ignition.
FYIPROTECTION OF DISPENSERS - Note: A 6" concrete curb IS NOT recognized as an acceptable method of vehicular protection by the 2003 IFC, Section 312 (as Amended). Dispensing devices shall be placed by mounting on a concrete island 6 Inches or more in height, and shall also be protected by the installation of: Bollards: Shall be at least four (4) inch diameter schedule 40 or thicker steel posts set in concrete at least thirty-six (36) inches deep below grade and fifteen (15) inches in diameter for protection around hazardous equipment and fire protection equipment. The inside of the posts shall also be filled with concrete for their entirety. Posts shall be located not more than four (4) feet, and not less than one (1) foot from tanks or equipment, and shall be so arranged so as to not interfere with maintenance or operations of that equipment. Posts shall extend aboveground to a minimum height of 3 feet above finished grade at the protected location. The number of posts shall be sufficient to encircle the exposed portion of the equipment to be protected and shall not be more than 4 feet on-center. OR Concrete (Jersey) Barriers: Around above-ground tanks, approval may be given to install concrete road-barriers (jersey barriers) where barriers are spaced not more than four (4) feet apart and not less than four (4) feet from the tank(s) to be protected. Installation of these barriers is at the discretion of the Fire Code Inspector. Such barriers must conform to the requirements of the 2003 IFC, Section 312.3 with respect to height (36" min.) and force resistivity. There shall not be more than 4 feet between barriers.
FYIUST - NONMETALLIC TANKS All nonmetallic tanks shall be installed in strict conformance to tank manufacturer's instructions. A copy of those instructions shall be kept on the job site available for inspection and use by the Fire Inspector.
FYIUST - AREAS SUBJECT TO FLOODING Underground storage tanks installed in areas subject to flooding shall be anchored in accordance with the 2003 IFC. Dead man, strapping and bracing are depicted on Tank Burial and hold down details on plan sheet T-3.
FYIIFC 2009 OPERATING MAINTENANCE Automatic-closing emergency shutoff valves required by Section 2206.7.4 of the 2003 IFC shall be checked not less than once per year by manually tripping the hold-open linkage. Leak detection devices required by Section 2206.7.7.1 shall be checked and tested at least annually in accordance with the manufacturer#s specifications to ensure proper installation and operation.
FYIUST - LISTED EQUIPMENT All equipment, machinery, and required detection and alarm system associated with the storage use or handling or hazardous materials shall be approved or listed. Equipment and listings are provided on documents within plan set
FYIUST - PHYSICAL PROTECTION OF EXPOSED EQUIPMENT Exposed portions of storage tanks, connected piping, valves, and fittings subject to damage from vehicles shall be protected in accordance with all applicable provisions of the 2009 IFC. This includes vent piping.
FYIUST - CORROSION Underground storage tanks shall be provided with corrosion protection. Fiberglass DW tanks
FYIUST - TANK VENTS The maximum static head imposed at the bottom of a tank by a liquid filled vent pipe shall not exceed 10 psi. This effectively limits the maximum vertical height of a vent pipe based on the physical properties of the stored fluid.
FYIUST - PIPING Piping, valves, and fittings shall be in accordance with 2009 IFC Chapter 34. This includes protection from vehicle damage and corrosion protection.
FYIUST - SPILL CONTROL An overfill prevention system shall be provided in accordance with one of the following: 1 - Audible and visible alarm when the tank reaches 90% of capacity. 2 - Automatic shutoff of flow when tank reaches 95% of capacity. 3 - Reduced flow fill rates to less than 15 gpm so the tank will not overfill for 30 minutes and automatically shutoff flow into the tank.
FYIUST - SECONDARY CONTAINMENT Secondary containment shall be provided for new installations of underground tanks in accordance with 2009 IFC Chapters 27 and 34.
FYIUST - LEAK DETECTION Underground storage tanks shall be provided with approved leak detection in accordance with 2009 IFC Chapters 27 and 34. Leak detection provided by Veeder Root monitoring system.
FYIUST - LIQUID LEVEL CONTROL Liquid level control(s) shall be provide for atmospheric tanks greater than 500 gallons to prevent overfilling the tank. Veederoot system of monitoring provided.
FYIUST - ELECTRICAL WIRING AND EQUIPMENT Electrical wiring and equipment shall be installed to conform to the Electrical Code.
FYIUST - CONTROL OF STATIC Means shall be provided to avoid the accumulating of static charge.
