Date of Revision: 1.25.13 All previous approval review comments are applicable and enforceable.

1/24/2013 AttentionReceived a call from Rick, the builder on this project stating that he is being told in the field that he now needs sprinklers above the accoustical ceiling in the kitchen which were not called out in the review. He states that the construction above the accoustical ceiling is combustible construction. RCE informed him that if the construction is combustible sprinklers would be required at the deck. The only alternative is to create a non-combustible space.

FYI*****(STANDARD COMMENT 6) The fire sprinkler system is being installed by: FLOW FIRE PROTECTION This plan review is based on the requirements found within the adopted International Building Code, International Fire Code, and the 2010 editions of NFPA Standard 13, 13R or 13D as applicable. CSFD does not allow any combustibles into a building until a sprinkler system has passed it's final acceptance test performed by CSFD Inspector's.

FYI*****(STANDARD COMMENT 10) WATER SUPPLY/SYSTEM DEMAND INFORMATION: The Water Flow Calculation show a water supply of having a 186 - PSI Static; 20 PSI Residual; 3300- GPM Flow. System Demand of 339- gpm at 153- psi is needed at the SOURCE All hydraulic designed systems are to have the Hydraulic Placard information sign secured to the sprinkler riser.
FYI*****(13) FIRE DEPARTMENT CONNECTION: The FDC shall be located in a CSFD approved location. The FDC shall be located on the front entrance and/or addressed side of the structure, fully visible and recognizable from the street. FDC's shall be location such that it is not blocked by any means or located behind parked vehicles and such that fire apparatus and hoses connected to the FDC do not obstruct access to building for other fire apparatus. FDC shall be located within 40-ft of an approved fire department access road. There shall be a fire hydrant capable of supplying the fire flow requirements for the sprinkler system within 100 feet of the FDC. The FDC will have ---ONE-- 2 1/2" inlets connected to the system by a --2.5 INCH--- pipe. The plans indicate the FDC is being installed -PLAN NORTH SIDE---- of the building. This FDC shall be mounted not less than 18-inches and not more than 4-foot above the level of the adjacent grade or access level. (NFPA 14:6.4.6) (2003 IFC 912)
FYI(13) FLUSH AND HYDROSTATIC TESTING: UNDERGROUND PIPING: All piping and attached appurtenances subjected to system working pressure shall be hydrostatically tested at 200 psi or 50 psi in excess of the system working pressure, which ever is greater, and shall maintain that pressure +/- 5 psi for 2 hours. (NFPA 13:10.10.2.2) The Flush and Hydrostatic test of fire service mains and lead-in piping to system risers is to be completed and approved prior to connecting the riser to the underground mains and/or lead-ins. The flushing and pressure test is to be witnessed and approved in writing by a member of the Colorado Springs Fire Dept. ABOVE GROUND PIPING: All piping and attached appurtenances subjected to system working pressure shall be hydrostatically tested at 200 psi or 50 psi in excess of the system working pressure, which ever is greater, and shall maintain that pressure without loss for 2 hours. Note - This is to include the piping between the fire department connection and the check valve. (NFPA 13:24.2.)
FYI(13) ELEVATOR PIT SPRINKLER: As required by NFPA Standard 13, a sprinkler head shall be installed within the bottom of the elevator shaft; the head must be installed no more than 2 feet off the floor. The sprinkler pipe that supplies the head must enter the shaft at the lowest possible point to comply with ASME Standard A17.1a Section 102. Excessive runs of pipe in the shaft will not be permitted by CSFD or RBD. (NFPA 13:8.15.5.1)
FYI(13) ELEVATOR MACHINE ROOM: Automatic fire protection is NOT to be installed in elevator machine rooms. The following requirements must be met in lieu sprinkler protection: 1. The elevator equipment is to be installed to meet the more restrictive of the two options noted below. A) within an enclosure meeting the fire resistive rating of the elevator hoistway OR B) One-hour occupancy separation 2. No combustible storage is permitted to be stored in the room 3. System smoke detection is to be provided and connected to a monitored fire alarm system 4. A portable fire extinguisher rated not less than 2A:20B:C is provided at the door giving access into the room. (IFC 903.3.1.1.1)
FYI(13) ELEVATOR SHAFT: Automatic fire sprinkler protection is not to be provided at the top of elevator shafts if the shaft meets the Building Code requirements for fire resistive construction. Smoke detection and/or heat detection is not to be installed within the shaft. (NFPA 13:8.15.5.5)
FYI(13) ELECTRICAL SUPERVISION REQUIRED: All valves controlling the water supply for automatic fire sprinkler systems, fire pumps, tanks, water levels and temperatures, critical air pressures, and water flow switches on all sprinkler systems shall be electrically supervised. (2003 IFC 903.4) An approved central station, remote station or proprietary supervising station as defined by national standards shall monitor this supervision. PLEASE NOTE - Separately Fire Department approved plans and permits are to be obtained prior to the installation of the required sprinkler system monitoring system or fire alarm system. A Knox Box is also required. Contact the CSFD for the information needed to order this key box.
FYI(13) STOCK OF SPARE SPRINKLERS: A spare sprinkler head box shall be provided and shall contain not less than 6 spare sprinklers. A minimu of 2 sprinkler of each type and temperature rating shall be provided. It shall also contain the sprinkler wrenches need to replace the heads. A list of the sprinklers installed in the property shall be posed in the sprinkler cabinet. The list shall include the following information: a) Sprinkler ID Number b) General description of the sprinkler c) Quanitity of each type of sprinkler contained in the cabinet d) Issue or revision date of the list. (NPPA 13:6.2.9)
FYI(13) EXTERIOR ROOFS, BALCONIES/CANOPIES, PORTE-COCHERES, DECKS AND SIMILAR PROJECTIONS: Sprinklers shall be installed under roofs, canopies, porte-cocheres, balconies, decks or similar projections greater than 2-feet wide over areas where combustible are stored. Temporary stroage such as package delivery, loading/unloading of luggage or motel check-in, or bank drive through windows is not sufficient to justify sprinkler protection. (NFPA 13:8.15.7)
FYI(13) WALK-IN FREEZERS/COOLERS: Sprinklers in walk-in freezers and coolers with automatic defrosting shall be of the intermediate temperature classification or higher. (NFPA 13: 8.3.2.5 (9)
FYI(STANDARD COMMENT 20) LICENSED INSTALLER: An On-Site Installer shall supervise all on-site work on any fire sprinkler project. This On-Site Installer shall have a current Installer Card issued by RBD, on his person, while on the job site.
FYI*****(STANDARD COMMENT 21) PRESSURE-REDUCING DEVICE: The system pressure is over 175 psi therefore a pressure-reducing device and a pressure relief device is required by NFPA 13: 8.16.1.2. The PRV set to -125---- psi outlet pressure. Insure the related pressure gages and valves required by this section are also provided.
FYI(STANDARD COMMENT 22) PRESSURE EXCEEDING 100 PSI: System pressure, at the sprinkler heads, is shown to be over 100 psi. Insure the hangers are spaced as required by NFPA 13:9.2.3.4. BRANCH LINES - Distance between the end sprinkler and the last hanger shall be not over 12 inches. ARMOVERS - lengths of unsupported armover to a sprinkler shall not exceed 12 inches. These end hangers (both uses) are to prevent upward movement of the pipe.
FYI(STANDARD COMMENT 23) MANUFACTURER'S SPECIFICATIONS: The approved set of Fire Sprinkler Plans, cut sheets on all equipment being installed, and the installation permit are to be on site for all fire department inspections.
FYI(STANDARD COMMENT 25) STAIRS: Sprinkler protection shall be provided underneath the stairway and/or landings if the area(s) is accessible for storage. (NFPA 13:8.15.3)
FYI(STANDARD COMMENT 26) CONCEALED SPACES - This plan did not provide any information on combustible concealed spaces. NFPA 13 requires that "All concealed spaces enclosed wholly or partially by exposed combustible construction shall be protected by sprinklers". There are 12 specific allowances to this section that allow for the omission of sprinklers. If there are combustible concealed areas found during the installation of the system that do not meet the requirements of the 12 allowances, then these areas will be required to be sprinkled. (NFPA 13:8.15.1) IT IS THE RESPONSIBILITY OF THE INSTALLER TO MAKE SURE THAT THE SYSTEM IS INSTALLED IN ACCORDANCE WITH THE STANDARD.
FYI(STANDARD COMMENT 27) FREEZING CONDITIONS It is the designer's responsibility to provide the building owner with a system design that will continue to function reliably even under adverse temperature conditions. The sprinkler contractor must be conscious of field conditions that may affect the performance of their system, such as drafts, disturbed insulation, installation along exterior walls, etc. and incorporate such conditions into a reliable design.
Recommendation(STANDARD COMMENT 29) KITCHEN/BAKERY: Areas along the cookline should have high temperature rated sprinklers installed. The remainder of the kitchen should have intermediate temperature rated sprinklers installed based upon NFPA 13 Section 8.3.2.5.
FYI*****(STANDARD COMMENT 31) BACKFLOW PREVENTION DEVICE: The backflow device shown as being installed is a --COLT 200---. It is listed for VERTICAL installation.
FYI(STANDARD COMMENT 35) CERTIFICATE OF INSTALLATION: It is the installer's responsibility to certify through this form (attached to the plans) that the system has been properly installed and tested. The form is to be filled out in its entirety PRIOR TO THE ARRIVAL OF THE FIRE INSPECTOR conducting the final inspection and/or acceptance test of the system. FINAL INSPECTIONS WILL NOT BE CONDUCTED WITHOUT THIS FORM BEING COMPLETED.
FYI(STANDARD COMMENT 36) GENERAL INFORMATION SIGN A general information sign used to identify the system design basis and information relative to the requirements of NFPA 25, shall be provided with a permanently marked weather-proof metal or rigid plastic sign, secured at each system control riser, antifreeze loop and auxiliary control valve. (NFPA 13:24.6)
FYI(STANDARD COMMENT 10) INSPECTIONS Due to the dynamic nature of inspectors schedules, PLEASE call your inspection requests in with ample time to allow scheduling. When calling, please have your complete CSFD plan review number(s) ready for each inspection request. ( i.e. 20001234 - HM -2 or 20000012 - CN - 1) The CSFD Approved sets of plans are to be on site for all inspections.
Attention(STANDARD COMMENT) SCHEDULING INSPECTIONS: Please call 719-385-5982 and choose option 2 to schedule all construction related inspection activities.
FYI(STANDARD COMMENT 37) ROUGH VISUAL INSPECTIONS: Rough Visual inspections shall be completed PRIOR TO any bucket tests or final inspections.
FYI(STANDARD COMMENT 38) CONCEALED WORK: The fire sprinkler piping shall not be covered up by walls, sheetrock, ceiling tiles, etc... prior to the CSFD visual inspections of the piping. If the piping is covered, and the inspectors cannot inspect it as is required by Fire Code, the walls,sheetrock, ceiling tiles, etc... will be required to be removed. If this means that finished ceilings will need to be removed, this will be required to be done! (IFC 106.3)
FYI(STANDARD COMMENT 39) PLAN REVIEW/PERMIT FEES: All fire department fees are to be paid prior to issuance of any permits. These fees must be paid directly to the Colorado Springs Fire Department - Development Review Enterprise - at 2880 International Circle - Suite 200-7.

Disapproved(STANDARD COMMENT 43) PLAN REVIEW NUMBER: All plans submitted are required to have the FIRE DEPARTMENT "PLAN REVIEW NUMBER" provided on the submitted plans. This Number can be obtained from the general contractor, and is a specific number assigned to each individual project reviewed by the CSFD. All projects have a plan review number assigned.
