2/4/2010 FYIRESUBMITTED: The plans have been re-submitted, and the disapproved issues have been addressed as follows: APPROVED **PLEASE NOTE** ALL COMMENTS FOUND ON PREVIOUS PLAN REVIEWS REMAIN ENFORCEABLE UNLESS OTHERWISE NOTED IN THIS REVIEW. 1) The plans have been resubmitted with a copy of the administrative controls "IGNITION PREVENTION" procedures established by CSU. Per a site visit and meetings with DFM Cooper/FM Lacey, the containment wall structure and the addition of the raised metal roof to the ethyl mercaptan (Scentinal) odorant tank is acceptable with administrative controls (procedures) to prevent ignition sources and posting of appropriate warning and hazard signs at this facility. See comments.
FYISOURCES OF IGNITION Smoking shall be prohibited and "No Smoking" signs provided as follows: 1. In rooms or areas where hazardous materials are stored 2. Within 25 feet (7620 mm) of outdoor storage, dispensing or open use areas. 3. Facilities or areas within facilities that have been designated as totally #no smoking# shall have #No Smoking# signs placed at all entrances to the facility or area. Designated areas within such facilities where smoking is permitted either permanently or temporarily, shall be identified with signs designating that smoking is permitted in these areas only. 4. In rooms or areas where flammable or combustible hazardous materials are stored, dispensed or used. Signs required by this section shall be in English as a primary language or in symbols allowed by this code and shall comply with Section 310. ** Open flames and high-temperature devices shall not be used in a manner which creates a hazardous condition and shall be listed for use with the hazardous materials stored or used.
FYIStatic-producing equipment located in storage areas shall be grounded.

E-MailHello Steve, Jon, and Marilynn, I spoke with Marilyn this morning and she would like us to conference call or discuss the mercaptan plans on Monday, November 9. I#m available most anytime time by phone. And, if you like, we can meet at the Fire Dept. Complex (FDC) or Regional Building Dept. Meanwhile, I#m attaching chemical, physical and other environmental, health and safety info regarding mercaptan. Code requires monitoring and detection for liquid and vapor releases and to provide adequate ventilation to mitigate any flammable atmosphere. E-MailKay, Attached are the appropriate technical data and material data sheets for the gas odorant used and stored at the 5 city gate meter stations. Chemical properties my be similar but we do use Methyl Mercaptan. We use a Tertiary Butyl Mercaptan/Methyl Ethyl Sulfide blend produced by Chevron Phillips Speciality Chemical and branded as Scentinel S-20 Natural Gas Odorant. I will plan on attending the conference call on Monday to address CSFD and Springs Utilities concerns. Paul G.
