Plans are RECOMMENDED for APPROVAL pending APPLICATION FOR TANK INSTALLATION PERMIT.
1) A narrative response dated October 20, 2009 was received with the plan resubmittal which also provided corrections on plan sheet E 603 for the generator/base tank. See Scanned documents for tank narrative.
The diesel tank is 400 gallon, subbase self contained factory installed component of the emergency generator. The batteries for the generator, alarm system and sliding doors contain a total 5 gallons of electrolyte. This amount is less than the Hazardous Materials permit amount and less than the amounts for corrosives listed in Chapter 27, per control area.
All plan comments and requirements listed were noted on plan sheet E 603 and reported that contractor will be in compliance with fire department requirements. It was noted that contractor is required to apply for tank permit prior to installation of the tank.
The location of the tank and the enclosure wall (CMU) appears to comply with the requirements based on location, enclosure design and potential for vehicle impact. This feature appears as a courtyard type of enclosure.
2) Verbal correspondence with Mr. Dwight Miller, project manager re: HM comments. See HM comments.
3) REMINDER: Contractor shall apply for tank installation permit and submit to the CSFD.
4) The fuel tank and electrolyte below permit quantities associated with the Generator are exempt from the annual operational permit. No annual permit required. |

The CSFD requires a Construction Permit for the installation of any aboveground fuel tank in excess of 60 gallons. The Plan sheet E 603 submitted, reports a diesel fuel tankwith no further information. Flammable and combustible liquids shall comply with the IFC 2003 CHAPTERS 34 AND 27 as amended, and NFPA 30. SEE REDLINE COMMENTS ON PLAN SHEET E 603.
It is the responsibility of the TANK INSTALLER to submit an application for the tank installation permit prior to installation and all work.

Submit a complete set of tank-generator installation construction plans, the tank manufacturer's cut sheets, a declaration of contained volume, a declaration of tank contents, tank specifications, and a to scale site plan of the tank location with respect to walls, other structures, property lines, drive lanes, etc. Exterior tanks will be required to have vehicular protection diagrammed and installed in accordance with the 2003 IFC, Chapter 3. Any associated piping shall be diagramed and submitted as well.

The Tank Installation Contractor is required to submit for, and receive a separate permit for the installation of any new vessel in excess of 60 gallons that contains hazardous materials. This permit must be obtained prior to installation. The tank may not be filled until after inspection. Applications for tank permits can be obtained from the CSFD Office of the Fire Marshal, 375 Printers Parkway.
Submittals for new tank permits AND PLAN SUBMITTALS shall include, BUT NOT LIMITED TO, a dimensioned site plan that shows the location of the tank, a declaration of size/contents, manufacturer's cut sheets that show the construction/material that the tank is made of and the method/available volume of secondary containment in accord with Chapter 27 of the 2003 International Fire Code. vehicular protection devices, if required, shall also be shown and described on the site plan. Include fuel chemical inventory information, and MSDSs for all chemicals.
Please note: A double fee will be assessed for any scenario where new hazardous materials storage tanks have been installed or are in use on this site without review/approval/inspection as described above.
Tanks shall NOT be filled prior to Fire Inspection.

Emergency shutoff valves (in installed piping runs) shall consist of a 1/4-turn valve approx 5' from the tank, and a 1/4-turn valve approx 5' from the use point. These valves shall be labelled such that they are easily identifiable.
Emergency shutoff valves that are installed as part of a complete turn-key assembly (such as a generator) shall have a clearly identified fuel shut-off.

1) Provide Bollards- concrete filled Steel, Schedule 40, 4 inches outer diameter buried a minimum of 3 ft underground, extending a minimum of 3 ft above grade spaced at a minimum of 4 ft on center. Shall be anchored in a concrete foundation 15" diameter x 3 feet deep. Bollards shall be spaced away from the tank a distance equal or greater than their height above grade. Bollards shall not be more than 4 feet on-center.
2) Provide Concrete Road Barriers (Jersey Barriers) as approved by the Fire Code Inspector (4' apart, 4' from tanks. See 2003 IFC Section 312.3 for height and impact resistivity requirements).
3) CMU Block Screen Walls may be an acceptable method of vehicular protection. When CMU screen walls are considered for vehicular protection, they shall be proven to meet the height/impact resistivity requirements of 2003 IFC Section 312.
*Standard traffic curbs are not recognized by the Fire Code as an acceptable method of vehicular protection.
