Penelope Culbreth-Graft, DPA City Manager
Dr. Penelope Culbreth-Graft began serving as City Manager of Colorado Springs on January 7, 2008. Penny has worked in the public sector her entire career. She has served as City Manager and Assistant City Manager in a number of cities in California and one city in Arizona, ranging in population sizes of 12,000 to 1.2 million. Penny also worked as a Tribal Government Manager for an Indian Reservation in Southern California and has taught public administration for three universities. She has a doctorate in public administration from the University of Laverne, a master's of public administration from the California State University Consortium, a bachelor's of science in Social Science, and a bachelor's of arts in political science from California Polytechnic University, Pomona. Penny and her husband William live in Colorado Springs.
