Project Description: This project will implement the City portion of the Phase I improvements recommended by the South Metro Accessibility Study. The City portion will design and construct a new expressway (Milton E. Proby Parkway) between Academy Blvd. and Powers Blvd. This new expressway will be located just south of Drennan Rd. between Academy Blvd. and Hancock Expwy., and then will combine with existing Drennan Rd. as it approaches Powers Blvd. The project scope includes preliminary and final design, permitting, public information and outreach, right-of-way (ROW) acquisition, roadway construction and construction management.
The new roadway is named in honor of Milton E. Proby, a local civil rights leader who passed away in 2006. Reverend Proby was a pastor at St. John Baptist Church in Colorado Springs for 48 years.

Funding: PPRTA funds for this project are programmed as shown below:
Budget: $55.4 M (in 2009 dollars)
Estimated construction schedule (Early Action Project): Work is completed on roadway improvements for the Early Action Project. Utility relocations will continue in preparation for the start of the main proby Parkway project.
Estimated project schedule (Proby Parkway): Design of the Proby Parkway expressway improvements between Academy Blvd. and Powers Blvd. in 2005-2009; ROW acquisition in 2008-2009; and construction activities from 2010-2011.
