Independent Ethics Commission

The Independent Ethics Commission (IEC) was created by the City of Colorado Springs and is charged with implementation of the City’s Code of Ethics. The City of Colorado Springs is committed to conducting its businesses, operations and services in accord with the law and the highest standards of business practices and ethics. The City of Colorado Springs is committed to complete honesty, utmost integrity, fair dealing and ethical behavior as the basis of its businesses, operations and services to the community.

The IEC may make recommendations concerning the Code of Ethics involving the following elected officials and appointees: the Mayor and Council Members, all their appointed boards, committees and commissions(for a full listing of these 38 entities, click here), the Utilities Chief Executive Officer, City Attorney, City Clerk, City Auditor, and Municipal Court Judges. Independent contractors who conduct business with the City or any of its entities are also within the purview of the IEC.

Complaint and Inquiry Procedure

Any person may file a written complaint or an inquiry for consideration by the Independent Ethics Commission confidentially through the City Attorney regarding a matter involving a provision of the City’s Code of Ethics . An Inquiry can also be submitted by one of the “covered persons” listed in the previous paragraph for an ethics review of an intended or considered action. Meetings 

The IEC meets to review and discuss advisory opinion requests, complaints and other matters as set forth in §1.3.103(K) of the City’s Code of Ethics. The meetings are open to the public, except when the IEC goes into Executive Session. The Agendas for all meetings are posted at least twenty-four hours prior to a meeting.
