Welcome to the City of Colorado Springs, Housing Development Division. We are located at 702 East Boulder Street, at the northeast corner of Boulder and El Paso Streets.
Our mission is to provide oversight and administration of federal and local programs through the development of partnerships, preservation of neighborhoods, affordable housing development and preservation, and stimulating economic revitalization.
The Housing Development Division administers federal funds received from the U.S. Department of Housing and Urban Development (HUD). Colorado Springs receives three grants based on a formula allocation. They are the Community Development Block Grant (CDBG), the HOME Investment Partnership Act Grant (HOME) and the Emergency Solutions Grant (ESG).
Federal funds administered by the Division support programs and services for low-to-moderate income citizens and neighborhoods to increase self-sufficiency and meet needs that are otherwise not being met in the community.
The City of Colorado Springs, through the Housing Development Division, is required by the U. S. Department of Housing and Urban Development to have a detailed Citizen Participation Plan that contains the City's policies and procedures for public involvement in the planning process and use of the Federal CDBG, HOME, and ESG grants. The Citizen Participation Plan is available for download in English and in Spanish.
