Office of Emergency Management Division Manager

Bret Waters has served as the Office of Emergency Management Division Manager for the City of Colorado Springs since June 2005.  While in Colorado Springs, Bret has coordinated several emergency efforts, including assisting in recovery efforts for Hurricane Katrina evacuees.  He oversees the Office of Emergency Management, including budgeting, long-term forecasting, strategic planning, and ongoing emergency management programs.  Bret also oversees Homeland Security efforts for Colorado Springs and is the Chair of the South Central All Hazards Region.  

 

Prior to being employed in Colorado Springs, Bret was the Emergency Manager in Tulare County, California where he directed Emergency Management and Homeland Security efforts as well as bioterrorism planning.  He has a Bachelor of Science in Psychology from Brigham Young University and a Master of Arts in Administrative Leadership from Fresno Pacific University.  Bret is married to Jessica and has four children.
