Garden of the Gods/Austin Bluffs Corridor Study

The Garden of the Gods/Austin Bluffs Corridor Study investigates short-term and long-term transportation improvements and services on Garden of the Gods Road and Austin Bluffs Parkway in Colorado Springs. The purpose of this study is to develop a comprehensive congestion relief and mobility enhancement plan for the Corridor that could be implemented within a reasonable time frame and budget.

The final report identifies initial Transportation Demand Management (TDM) and Transportation System Management (TSM) concepts that could be applied on Garden of the Gods Road and gave particular, targeted concepts that best apply to the Garden of the Gods Corridor.

Conducted over the course of nine months from late 2001 to early 2002, the Garden of the Gods/Austin Bluffs Corridor Study was the result of a partnership between the Garden of the Gods Road Transportation Management Association (TMA), the City of Colorado Springs, and the Colorado Department of Transportation (CDOT).

A technical committee of representatives from the following guided the development of the study: Garden of the Gods Road TMA (staff and Board), City of Colorado Springs Public Works (including Springs Transit, RIDEFINDERS Transportation Planning and Traffic Engineering), and the Colorado Department of Transportation. Furthermore, a Stakeholders Committee was formed to assist the Technical Committee; businesses and neighborhood groups who participated included: Agilent Technologies, Intel, Worldcom, The Navigators, Management Advantage, PineCliff Homeowners Association, ITT Systems, and LSI Logic.

Various infrastructure improvements, long-term opportunities, and transportation demand management strategies were evaluated, with assistance from the Technical Committee and Stakeholder Committee, who considered cost effectiveness, resource availability, and implementation ease in their final decisions.

The Corridor Improvement Plan, when implemented, indicates a potential improvement of up to 20% capacity in peak-hour traffic flow at key locations, and a 5.5% reduction in vehicular trips on the corridor.
