Issue 1A - Council Districts
Ballot Title:
"Shall the City Charter of the City of Colorado Springs be amended to provide for more direct representation of the community by the nine members of Council by requiring that three candidates receiving the highest number of votes be elected at large and the one candidate receiving the highest number of votes elected from each of six districts beginning with the April 2013 general municipal election; and shall the two winning at large candidates receiving the least number of votes in the April 2011 General Municipal Election serve only two years ending with the April 2013 General Municipal Election by amending City Charter Article II and any other provisions of the City Charter in conflict therewith, particularly Article II(a)(1) to read, in part, Elective Officers — Terms, 'the Mayor and three (3) members of Council shall be elected at large by the qualified electors of the City and one (1) member of Council shall be elected from each of the six (6) election districts of the City by the qualified electors of such district as hereafter provided' and Article II(b) to read, in part, Districts, 'at least one hundred twenty (120) and not more than one hundred fifty (150) days before any City election at which district members of Council are to be elected, the City Clerk shall divide the City into six election districts having substantially equal populations'?"

Ballot Title:
"Shall the City Charter of the City of Colorado Springs be amended to provide that the Mayor may attend and take part in any session of City Council by amending City Charter Article IV, Specific Powers and Duties of the Mayor, section 4-40(h) to read: 'The Mayor shall have the right to attend and be heard at any meeting of Council and may recommend to the Council for adoption such measures as the Mayor may deem necessary or expedient'?"
