ALTA LOMA ROAD NTMP PROJECT CONSTRUCTION (Winter 2010)

The Neighborhood Traffic Calming project on Alta Loma Road (Cambria Drive to Meadowland Blvd.) will be proceeding to construction during Winter 2010.  Notably, it will be the final neighborhood traffic calming project constructed under the NTMP.  The NTMP has been suspended as the result of the loss of its program funding and staff resources.


Who initiated this project?


Residents on Alta Loma Road applied for traffic calming assistance through the City's Neighborhood Traffic Management Program (NTMP) in 2005.  Residents were concerned about higher than expected traffic volumes for a local street, speeding or other safety issues.  Alta Loma Road is one of only a few neighborhoods in the City over the past five years that was selected to receive traffic calming assistance due to limited program funding and staffing.


What work will be done as part of this project?

  • Corner bump-outs at the entry/exit of Alta Loma at Cambria Drive
  • Corner bump-outs on Alta Loma at Borrego Drive
  • Two speed tables on Alta Loma between Borrego and Meadowland Blvd.
  • Corner bump-outs at the entry/exit of Alta Loma at Meadowland Blvd.

These improvements were discussed and approved by those neighborhood residents who participated in the project's public input meetings in 2005 and 2006.  For more information about the traffic calming treatments, please review the Final Design Drawings (Adobe PDF). 


How is this project being funded?


This project is being funded with the remaining funding provided to the NTMP from the voter-approved SCIP (Springs Community Improvements Program).


When will the project be constructed?


The City's contractor, Even-Preisser, will be constructing the Alta Loma traffic calming improvements in January and February 2010.


Why is this traffic calming project being done on Alta Loma Road?


After a review of various traffic data, it was determined that a higher than expected numbers of cars drive on Alta Loma Road, which is classified as a local street - over 1,500 vehicles per day.  Additionally, the 85th percentile speed* on Alta Loma Road was collected at 34 mph; Alta Loma Road has a posted 25 mph speed limit.  The presence of two parks and two schools with 1/3 mile also factored into its selection.

* The 85th percentile speed is the speed at or below which 85 percent of the motorists drive on a given road unaffected by slower traffic or poor weather.


Why did the project take so long to get from project selection to construction?


The City conducted several public meetings with participating neighborhood residents in 2005 and 2006; most neighborhood traffic calming projects necessitate a thorough public involvement process to gain informed consent from residents on what to proceed with.  Since that time, the Alta Loma project was placed in queue of projects for design and construction.  Unfortunately, the severe budget and staffing cuts in 2008 and 2009 has slowed all project design and construction.  Likewise, all NTMP program funding was cut as of 2007.  The design plans are completed and approved, and now the contractor is in place to construct the project by the end of February 2010. The City appreciates the neighborhood's patience throughout this process.
