RIDGEVIEW AT STETSON HILLS NTMP PROJECT CONSTRUCTION (Summer 2010)

Part of the Neighborhood Traffic Calming project in the Ridgeview at Stetson Hills neighborhood will be proceeding to construction in Summer 2010.  Only a portion of the approved traffic calming treatments on Poudre Way, Windom Peak Blvd. and Uncompahgre Street can be constructed due to the suspension of the City's Neighborhood Traffic Management Program (NTMP).  The NTMP has lost its program funding and staff resources due to the severe budget cuts the City of Colorado Springs has had to implement over the past few years to balance the community's budget in light of dwindling revenues.

However, certain elements of the approved Neighborhood Traffic Calming Plan for these three streets will able to proceed to construction because City staff was able to acquire $102,375 in federal Safe Routes to School grant funding.  Several of the planned traffic calming elements that improve school safety for students attending Skyview Middle School and Ridgeview Elementary School can be constructed with these federal grant funds.


Who initiated this project?


Residents in the neighborhood applied for traffic calming assistance through the City's Neighborhood Traffic Management Program (NTMP) in 2006.  Over 150 neighborhood residents signed a petition that accompanied their NTMP application.  Residents were concerned about higher than expected traffic volumes on several streets, speeding and school safety issues.  The Ridgeview at Stetson Hills neighborhood is one of only a few neighborhoods in the City that has been selected to receive traffic calming assistance over the past five years due to limited program funding and staffing.


What work will be done as part of this project?


The City is planning on constructing the following school-related traffic calming treatments with the Safe Routes to School grant: 

  • Raised median at the school crossing on Windom Peak Blvd. at Poudre Way
  • Corner bump-outs and raised median treatment at the school crossing at Poudre Way at Snowy River Dr.
  • Mid-block school crossing with bump-outs and raised median refuge across Windom Peak Blvd. to the SE entrance of Skyview Middle School (between Census Dr. and Grover Dr.)
  • Three speed tables on Windom Peak Blvd.:
    • Between Chivalry Dr. and Poudre Way,
    • Between Morning Dove Dr. and Crystal Mountain Rd., and
    • Between Sunny Meadow St. and Lazy Stream Way
  • Corner bump-outs on all four corners of the Windom Peak Blvd. / Shimmering Creek Drive intersection (four-way stop school crossing)
  • Corner bump-outs and new school crossing on the east side of Poudre Way at Huerfano Dr.
  • Raised entry/exit median on Uncompahgre Street at Poudre Way
  • Raised entry/exit median on Uncompahgre Street at Charlotte Parkway

However, some of these treatments may need to be eliminated if the construction bids are higher than the grant funding available for construction.  As the project proceeds toward construction, information on any changes to the final construction plans will be posted on this web page.

The above traffic calming improvements were discussed and approved by those neighborhood residents who participated in the project's public input meetings in 2006. 


How is this project being funded?


The school-related traffic calming elements of this project are being funded with federal Safe Routes to School funding.  For more information on the federal Safe Routes to School funding program, please visit http://www.dot.state.co.us/bikeped/SafeRoutesToSchool.htm .  The remainder of the neighborhood plan is currently unfunded and will not be constructed.


When will the project be constructed?


The City is hoping to construct this project during Summer 2010 while students are of out school.  The design drawings are completed and are awaiting approval by the Colorado Department of Transportation (CDOT), which administers the Safe Routes to School grant program for the US Department of Transportation.  Once plan approval is received, the City can then issue construction bids and select a contractor.


Why is this traffic calming project being done in the Ridgeview at Stetson Hills neighborhood?


After a review of various traffic data, it was determined that the design of the neighborhood's street network encourages higher volumes of traffic on its local streets whereas the neighborhood collector-type streets receive much less traffic.  Additionally, the 85th percentile speed* on several neighborhood streets was collected at 34 to 36 mph despite the posted 25 mph speed limit.  The presence of a park and two schools also factored into the selection.

* The 85th percentile speed is the speed at or below which 85 percent of the motorists drive on a given road unaffected by slower traffic or poor weather.
