Springs Community Improvements Program
The Springs Community Improvements Program - also known as SCIP - completed 34 projects with funds approved by Colorado Springs voters in two separate elections.
At the first SCIP election in November 1998, voters approved the City's retention of $6.6 million from the 1997 TABOR refund for 5 SCIP capital improvement projects. Those 5 projects were completed in December 2000.
At the second SCIP election in April 1999, voters approved the sale of $88 million in municipal bonds to fund 29 additional capital improvement projects. All 29 of these projects were completed by October 2004.
