Contractor and RFQ Information

This page provides access to information for submitting a Request for Quotation (RFQ) and for contracting on Housing Rehabilitation projects administered by the Housing Development Division.  General Contractors can use the links at www.springsgov.com/contractors to access a copy of the General Specifications Manual for rehabilitation construction projects, Lead-based Paint training and other information pertaining to the Housing Rehabilitation Program.

Upon the award of a housing rehabilitation contract, the contractor must submit copies of the following documents to the Housing Development Division:

  • Contractor License
  • General Liability Insurance
  • Workers' Compensation Insurance as required
  • EOE Certificate of Compliance

Rehabilitation construction is performed by General Contractors with a Class A, B, or C license.  Contractors can call the Contractor's Hotline at (719) 385-6885 or check the Current RFQs link to get information on mandatory "Walk-Through" times and dates for upcoming projects.  Prior to submitting quotes, contractors must familiarize themselves with the Housing Rehabilitation Program RFQ Policy and the General Specifications Manual.

Contractors and workers planning to perform rehabilitation construction on pre-1978 homes containing lead-based paint must successfully complete Lead-based Paint (LBP) Safe Work Practices Training.  Housing Development hosts LBP Safe Work Practices Training sessions when sufficient numbers of requests are received.

Contractors interested in bidding on projects utilizing Energy Efficiency and Conservation Block Grants funded through the U. S. Department of Energy must have or obtain a DUNS Number.  The DUNS Number is a unique nine-character number that identifies your organization and is a tool of the federal government to track how federal money is distributed.  You may use the following link to register on line at http://www.grants.gov/applicants/org_step1.jsp   It may take three or more weeks to obtain a DUNS Number; therefore, registering in advance of bidding is recommended.
