Housing Rehabilitation
The Housing Rehabilitation Program provides an opportunity for low income persons within the community to improve their housing conditions through housing rehabilitation activities.
The Housing Rehabilitation Program works to eliminate slum and blighting conditions while preserving the City's stock of older housing. The program is designed to be affordable for persons and families with low and moderate income and provides contracting opportunities for small local, minority, and women owned business enterprises in the housing construction industry. The program encourages conventional investment in the existing stock of residential properties.
Through the Housing Rehabilitation Program, older Colorado Springs residential properties are upgraded. The program targets properties that have a blighting influence on the City's neighborhoods, with particular emphasis on identified Neighborhood Strategy Areas. Upgrades substantially contribute to making older housing more desirable and older neighborhoods more economically viable and stable. The program promotes affordable housing.

Each component program has its own funding source, set of provisions for eligibility, type of rehabilitation, property standards, and financing terms. Funds provided through the various components must be used for the purpose identified as eligible by the Housing Development Division. Programs are funded with federal CDBG and HOME Investment Partnership programs dollars, made available by the U. S. Department of Housing and Urban Development.
Division staff provides technical assistance to applicants eligible for rehabilitation activities. Staff completes a comprehensive inspection of the property, arranges lead-based paint tests for homes built before 1978, prepares a Description of Work documenting rehabilitation needs, and helps the owner obtain a reasonable bid from a qualified contractor for the construction.
