Special Districts White Paper

The City of Colorado Springs participates in the creation and sometimes in the administration of a variety of special districts or improvement districts which are used to finance and/or maintain some of the public facilities and services used by City residents and property owners. There are several different types of districts including but not limited to the following:
- Metropolitan Districts (Title 32)
- Business Improvement Districts (BIDs)
- General Improvement Districts (GIDs)
- Special Improvement Maintenance Districts (SIMDs)
- Local Improvement Districts (LIDs)

Metropolitan Districts, BIDs and GIDs are created under Colorado statutory authority and fall under the City?s adopted Special District Policy. Applications are processed by the Comprehensive Planning Division.

A Model Service Plan is required for metropolitan districts. Downloadable plan formats for single districts and multiple districts are available in the document library below. BIDs and GIDs are created via a City-approved Operating Plan.
SIMDs are created pursuant to City Code (Chapter 19, Article 9) and are administered through the Department of Parks and Cultural Services.

This policy applies to Business Improvement Districts, General Improvement Districts and Metropolitan Service Districts, as allowed under Colorado Revised Statutes Titles 31 and 32.
