Milling
If necessary, Streets Division crews remove or "mill" old asphalt to ensure the surface does not alter street drainage patterns. The millings are recycled and used in the repaving process, or sold to finance other City operations. This lessens the amount of "virgin aggregate" which must be quarried for street paving materials.
