TPAC Summary

Colorado Springs Telecommunications Policy Advisory Committee (TPAC)

Your TPAC committee consists of citizen volunteers appointed by the City Council to advise the City on all forms of telecommunications between City government and the citizens of Colorado Springs, which includes the Cable Television Franchise. The members may serve three (3) year terms, with a maximum of two (2) consecutive terms (see by-laws

Telecommunications includes such services, media and devices as Satellite and Cable TV, Wireless, Data Services, Internet, High Speed Data access, Telephone Services - Local and Long Distance, and Commercial Radio.

We review and oversee the advent of new telecommunications services and providers - including Open Video Systems (OVS) and basic broadband services over various media. Each future technology brings with it new consumer protection issues, regulatory oversight functions, and new telecommunication service opportunities for the City's government, residents, and businesses.

The major focus of the committee is to facilitate the development of broadband service to the greater Colorado Springs vicinity. We have published a Community Connectivity Initiative green paper ( that depicts our vision and goals for the city. The Mayor and City Council has adopted this philosophy and approach and we are aggressively working on publishing a white paper and operation plan (how to implement the vision).

The TPAC meets the third Tuesday of the month at 7:30AM in the City Administration Building, 30 S. Nevada Avenue, Suite 701, Colorado Springs, CO.
