Mayor Steve Bach appoints City Attorney and Airport Director, names Deputy Chief of Staff

Mayor Steve Bach announced today that he has appointed Wynetta Massey as City Attorney and Dan Gallagher as Aviation Director for the Colorado Springs Regional Airport.  Also, Bret Waters, current Director of the Office of Emergency Management, has taken on the additional role of Deputy Chief of Staff. 

“We are proud to announce the advancement of three outstanding individuals from within the City of Colorado Springs staff to new leadership positions,” said Mayor Bach. “These are exceptional people who will have key roles in moving Colorado Springs forward.”

City Attorney, Wynetta Massey
Wynetta Massey, who has served as Interim City Attorney since January 3, has been appointed to the position of City Attorney, subject to City Council confirmation.

Massey is a longtime member of the City’s legal team, having worked in a variety of progressively responsible roles over the past twenty-four years, including Deputy City Attorney and most recently Legislative Counsel to City Council.  Massey will assign a new Legislative Counsel from within the City Attorney’s Office.

Mayor Bach said he chose Massey as the City Attorney because of her “tremendous institutional knowledge and decades of municipal government experience combined with outstanding leadership skills.”

Pursuant to the City Charter, City Council has up to 90 days to confirm the appointment.  Massey’s salary will be set by City Council as part of the confirmation process.

Colorado Springs Regional Airport Director, Dan Gallagher
Dan Gallagher has been named Aviation Director for the Colorado Springs Airport, subject to City Council approval. 

Dan Gallagher has over 13 years of progressively responsible experience in airline and airport management. He has been with the Colorado Springs Airport since September 2010, serving as Interim Airport Director since March 2013. In his earlier position as Aviation Assistant Director of Planning and Development, Gallagher oversaw all aspects of the Planning, Construction and Properties activities of the airport, along with its Environmental section.

Prior to coming to Colorado Springs, Gallagher served as the Capital Programs Manager for San Antonio International Airport, worked for a major airline within its Corporate Real Estate section, and held various positions at Long Island MacArthur Airport.

As Interim Director, Dan was instrumental in the addition of Alaska Airline’s non-stop flight to Seattle and the just-announced addition of Allegiant Air’s non-stop flight to Phoenix.

“During his time as Interim Regional Director, Dan has shown exceptional leadership and vision to enhance the Colorado Springs Regional Airport,” said Mayor Bach. “I’m confident that he will continue to advance this important economic driver for our region.”

Gallagher will receive a 10% promotional increase, raising his salary of $132,719 to $145,991.

Deputy Chief of Staff, Bret Waters
Bret Waters is now Deputy Chief of Staff.  Waters has served as Office of Emergency Management Director since 2005, and will continue in that role while taking on additional responsibilities in the Mayor’s Office.

Waters will assist the Chief of Staff with City Council and various civic, business, and professional forums and be liaison between City Council, departments, external organizations, and the public.  He will also represent the Mayor’s Office in working with a variety of boards, commissions and citizen groups.

Waters managed the City of Colorado Springs Emergency Operations Center during the Waldo Canyon Fire and Black Forest Fire, including coordination of several areas in response and recovery.  Waters was also named the Recovery Manager for the Waldo Canyon Fire for the City of Colorado Springs.

“As demonstrated by Bret’s performance in helping lead our city through the Waldo Canyon and Black Forest fires, he will be an important asset to the Mayor’s Office,” said Mayor Bach.

Waters will receive a 10% promotional increase, raising his salary of $124,320 to $136,752.
