City Promotes Emergency Management Division Manager

COLORADO SPRINGS, Colo. — Bret Waters, current Emergency Management Division Manager, has been promoted to Director of the Office of Emergency Management, effective Sept. 9.
With this promotion, Bret will report directly to the Chief of Staff with ongoing support from Chief of Police and Fire Chief.
“Mayor Bach deemed it important to formalize and recognize the Office of Emergency management as a key City function/department as many successful cities have done throughout the nation,” said Chief of Staff Laura Neumann.
Bret has served in the Office of Emergency Management since 2005. He led the City of Colorado Springs Emergency Operations Center during the Waldo Canyon Fire in 2012 and served in a similar support capacity during the Black Forest Fire this summer. He also recently led the City of Colorado Springs, one of the few municipalities in the country to successfully meet the rigorous national standards, in receiving Emergency Management Accreditation,
Bret is a graduate of the Executive Leadership Program at the Naval Postgraduate School, an ad hoc instructor at the University of Colorado-Colorado Springs, and a Certified Emergency Manager (CEM) through the International Association of Emergency Managers. He has a Bachelor’s Degree from Brigham Young University and a Master’s Degree from Fresno Pacific University.
Bret’s promotion is a change in title only - his salary will not change.
