COLORADO SPRINGS CIVIL SERVICE COMMISSION MEETING MINUTES
June 2, 2009
Call to Order
Commissioner William Green called the special meeting of the Colorado Springs Civil Service Commission to order on Tuesday, June 2, 2009 at the City Administration Building, 30 S. Nevada Ave., Suite 102 at 8:34 am.
Commissioners present: William Green, Peg LeClair, Fran Pitaro
Commissioners absent: Andrew Collins, Jerry Voegele
Approval of May 2009 Minutes
Commissioner Pitaro moved to approve the minutes from the May 12, 2009 Civil Service Commissioners? Meeting. Commissioner LeClair 2nd the motion. The Commission unanimously approved the minutes.
Proposal for Selecting Police Officers
Sue Autry, Police Management Service Manager, requested one selection list that would combine the entry and lateral entry lists into one banded list. Additionally she requested approval of the following components and thresholds for examination:
· Physical Ability Test - 25%, Law Enforcement Aptitude Battery - 45%, Structured Interview - 30%
· Use thresholds for the Physical Ability Test & Law Enforcement Aptitude Battery, but not for the Structured Interview
· Candidates required to score 5 out of 10 on the LEAB in order to continue in the process
· Candidates required to pass the obstacle course portion of the Physical Ability Test & 2 of the remaining 3 events (take down, trigger pull and dummy drag)
· Use of the ?banding? method to rank candidates
Commissioner Pitaro made a motion to approve the change to amend 3.1 lateral entry selection to establish employment list for entry-level police officers, contingent upon no objections being noted by 4 June. Commissioner LeClair 2nd the motion. The motion passed unanimously.
Commissioner LeClair made a motion to approve 3.3 with the noted changes subject to no comments in the normal ten-day posting period without need to come back to this board for approval. Commissioner Green 2nd the motion. The motion passed unanimously.
Commissioner Green made a motion to approve the examination components, weighted as presented. Commissioner LeClair 2nd the motion. The motion passed unanimously.
Proposed Civil Service Rule Changes
Ginger Jeffery, legal counsel for the Commission, presented minor rule changes after review from the prior Civil Service Commission Meeting. Commissioner LeClair made a motion to approve all the changes as described - subject to no objections. The motion was 2nd by Commissioner Pitaro and passed unanimously.
Richard Radabaugh, representing the CSPPA & IAFF Local 5, informed the Commission that the Gazette requested records from internal affairs, prompting a committee to review the personnel files to establish what should be released. The committee determined that at some point, a civilian should be on the committee. Mr. Radabaugh, on behalf of the association, recommended that the civilian be a member from the Civil Service Commission.
Commissioner LeClair made a motion to adjourn the meeting that was 2nd by Commissioner Green. Commissioner Green adjourned the meeting at 9:18 am.
The next meeting of the Civil Service Commissioners is scheduled on July 7, 2009 at the City Administration Building Suite, 102 at 8:30 am.
