Councilmember and Committee Chair Val Snider opened the meeting at 2:30 p.m.

Chair Snider distributed a summary of the input from the May 24, 2012, Town Hall meeting, and also heard comments from Committee members on what they feel is important to regulate and ideas on how to regulate.   

With Committee members present, Councilmembers Snider, Williams and Dougan voted to move forward on the Committee approved options for areas of regulation.  The areas to recommend to City Council for potential regulations are:

1. Zoning districts - options including down-zoning, special use, over-lay and any/all other options utilizing the most expedited process.
2. Site plans – includes notification to the City when an operator requests a pre-application meeting and requires site plan for all drilling application.
3. Setbacks - according to State regulations to include some flexibility either direction.
4. Water Quality – baseline ground/surface water monitoring; look at county MOU’s; check COGA voluntary program to perhaps incorporate into code.
5. Impact fees – recover costs to City
6. Operational conflict – the City does not have intentions to be in operational conflict with the operator’s.

There will be an Oil & Gas briefing at the formal City Council meeting on June 26, 2012.  This meeting will hear any public comments.
