Attending Councilmember Val Snider, Chair Councilmember Brandy Williams, Vice Chair Councilmember Angela Dougan – arrived 8:50, departed 10:00, arrived 10:40 Dick Anderwald, LGD Chris Melcher, City Attorney – departed 10:35 Steve Cox – Mayor’s Office – departed 9:40 Randy Case, O&G Committee Member – departed 10:00 Stephen Harris, O&G Committee Member Michael Martin, O&G Committee Member Jan Handke, O&G Committee Member – arrived 9:05 Chris Mendrop, O&G Committee Member Ed McCord, O&G Committee Member John Maynard, O&G Committee Member – arrived 8:45 Howard Boigon – Consultant Jennifer Biever - Consultant Absent None ______________________________________________________________________ Councilmember and Committee Chair Val Snider opened the meeting at 8:30 a.m. Introductions Introductions were made by all present. Chris Melcher explained that today’s topic of discussion would be an overview of current State law, Colorado Supreme Court decisions and COGCC rules, and how they all will play into a framework for what Colorado Springs can regulate. Presentations Ana Gutierrez, attorney/consultant from Hogan Lovells, discussed Colorado court cases regarding oil and gas and how these relate to local and state regulation. Jeff Wilson, Attorney for Colorado Municipal League, discussed municipalities’ roles in local regulation of oil and gas. Break Actions for Next Meeting The committee was informed of a March 19, 2012, visit to an Ultra Petroleum drill site in El Paso County. Committee members are to respond, via email, to Councilmember Snider by noon on Friday, March 9, 2012, as to whether or not they will be attending. The Committee will continue to hone in on what its concerns and abilities are regarding the gas and oil regulations it will recommend to City Council.
