Minutes of the Oil and Gas Committee Meeting March 1, 2012 City Hall, 107 N. Nevada, Pikes Peak Conference Room Colorado Springs, CO 80903
Attending Councilmember Val Snider, Chair Councilmember Brandy Williams, Vice Chair Councilmember Angela Dougan – arrived 9:10 departed 11:15 Dick Anderwald, LGD Chris Melcher, City Attorney – departed 10:50 Steve Cox – Mayor’s Office – departed 10:50 Randy Case, O&G Committee Member Stephen Harris, O&G Committee Member Michael Martin, O&G Committee Member Jan Handke, O&G Committee Member Chris Mendrop, O&G Committee Member Ed McCord, O&G Committee Member John Maynard, O&G Committee Member Howard Boigon – Consultant Absent None ______________________________________________________________________ Councilmember and Committee Chair Val Snider opened the meeting at 8:30 a.m. Introductions Introductions were made by all present. Presentations Thom Kerr, Interim Director and Mike Leonard, Enforcement Supervisor for SE Colorado, of Colorado Oil and Gas Conservation Commission (COGCC) discussed Permitting and LGD (Local Government Designee) processes, rules and regulations. Howard Boigon further discussed the LGD process and how it is very beneficial to the city to use the LGD process. Dick Anderwald, Director of Planning, is our LGD. He discussed the processes he has been involved in with the COGCC relating to the permits in Banning Lewis Ranch. Martha Rudolph and Kent Kuster, of the Colorado Department of Public Health and Environment (CDPHE), discussed the CDPHE’s rules and regulations of oil and gas production as they relate to air and water. Break Actions for Next Meeting The Committee will consider dates for a field trip to the Olive Oil (Oyl) drilling site on Banning Lewis Ranch in unincorporated El Paso County. The Committee will continue to hone in on what its concerns and abilities are regarding the gas and oil regulations it will recommend to City Council. Committee Chair Val Snider adjourned the meeting at 11:45 a.m. Next Meeting: March 8, 8:30-11:00, in the Pikes Peak Room of Colorado Springs City Hall, and after 11:00, the meeting will continue in the Academy Room in the basement of City Hall at 107 N. Nevada Ave., Colorado Springs, CO, 80903 |
