Minutes of the Oil and Gas Committee Meeting February 23, 2012 City Hall, 107 N. Nevada, Pikes Peak Conference Room Colorado Springs, CO 80903
Attending Councilmember Val Snider, Chair Councilmember Brandy Williams, Vice Chair – arrived at 9:00 Chris Melcher, City Attorney – departed 9:20 Randy Case, O&G Committee Member Stephen Harris, O&G Committee Member Michael Martin, O&G Committee Member Jan Handke, O&G Committee Member Chris Mendrop, O&G Committee Member Jennifer Biever, Hogan Lovells Ed McCord, O&G Committee Member John Maynard, O&G Committee Member Howard Boigon and Jennifer Biever via telephone at 10:00 Absent Councilmember Angela Dougan, Communications Lead Steve Cox – Mayor’s Office ______________________________________________________________________ Councilmember and Committee Chair Val Snider opened the meeting at 8:45 a.m. due to weather. Introductions Introductions were made by all present. Presentations Tim Sullivan of The Nature Conservancy was not able to get to today’s meeting. Chris Melcher discussed balancing Colorado Springs policy with Colorado State regulations and the appropriate role municipalities can take in considering oil and gas regulation. Shane Davis of the Sierra Club gave a presentation on “Fracking in Colorado – What are the Impacts.” Adam Berig with Olsson Associates gave a presentation on “Oil & Gas Air Quality - Regulations and Permitting.” Break Open Discussion The Committee will continue to consider what they think would be important issues for Colorado Springs, as a city, to regulate. The February 29 trip to Greeley was discussed. The bus will leave at 7:00 a.m. from City Hall and should return no later than 6:00 p.m. Actions for Next Meeting The Committee will continue to begin to hone in on what its concerns and abilities are regarding the recommendations it will present to City Council.
